Summary: Through systemic peacebuilding, former Peace Scholar Naumana Suleman and the Center for Social Justice will assess/network with approaches of Pakistani peacebuilders (human rights and advocacy organizations) to create and implement human rights training.


Since 2000, terrorism and faith-based violence have been prevalent in several parts of Pakistan, and pose serious challenges to peace. The London-based Institute for Economics and Peace ranked Pakistan third on the Global Terrorism Index. Moreover, according to the Country Threat Index of IntelCenter (Washington, DC), Pakistan is the eighth most dangerous country. More than 55,000 Pakistanis have lost their lives in the last 15 years due to terrorism.

The space for freedom of religion or belief in Pakistan for religious minorities has been shrinking continuously, due to faith-based violence. Terrorism in Pakistan is largely religiously motivated, but there are other forms of violence and conflicts that breed intolerance: a) Sectarian tensions and hate speech, b) political violence, c) ethno-nationalist tensions, and d) class-and-gender-based violence.

In the socio-political situation of Pakistan, several civil society organizations and individuals intervene through approaches like conventional dispute resolution, awareness raising and interfaith gatherings, for the "peace writ small." Pakistan's socio-political and economic situation also needs initiatives for "peace write large" in order to develop "positive peace."

The approach of systemic peacebuilding will be very helpful to consolidate peace in Pakistani society. Systemic peacebuilding requires a distributed network of diverse organizations and individuals working through a common lens -- skilled human resources for the organizations are deeply necessary. For that reason, former Rotary Scholar Naumana Suleman and the Center for Social Justice (Pakistan) propose to assess the approaches and tools of actors engaged in peacebuilding, with a specific focus on human rights and advocacy-based organizations, relevant government departments, ministries and parliamentarians, in order to develop a training program that support systemic peacebuilding.

The underlying theory of change is that capacity-building and connecting different departments, organizations and individuals will have a multiplier effect (enhanced cooperation and coordination) on peace sustainability in Pakistan.

District Grant application P-1011 was approved by the D5340 Rotary Foundation Committee at its August 2015 meeting. The Committee approved a match of $9000. in DDF to match Club funds for this project. Funds will be released when the grant is signed off completely by Club officers.
