Summary: Purchase and Install two storm water filtration system Gutter Bins to stem the flow of pollution to the North Platte River


The Rotary Club of Casper is planning for its 100th Anniversary Centennial Celebration on May 1, 2019. For a short-term service project, the Rotary Club of Casper has decided to partner with Frog Creek Partners, LLC to purchase [2] Gutter Bins to help prevent future contamination of the North Platte River. A critical part of this service project is to stem the flow of pollution from Casper's streets to improve the health of the North Platte River.

Frog Creek Partners have developed a patent pending Gutter Bin™ storm water filtration system. This system is a catch basin filter insert that can help solve the pollution problems in the North Platte River. The Gutter Bin captures many kinds of municipal pollution including trash, sediment, and hydrocarbons. It is a cost-effective device that maximizes regulatory compliance and minimizes operating costs by preventing clogged storm sewer lines. The Gutter Bins are accompanied with a Clean and Measure Pollution Service (CAMPS). CAMPS is an ongoing maintenance program where each Gutter Bin™ is cleaned and measured monthly or upon determined schedule. The empirical aspect of the Gutter Bin will help the City of Casper with future regulatory mandates within their MS4 (Municipal Separate Storm Sewer System) permit because of the ability to quantify the amount of pollution capture per bin. Besides the regulatory drive for clean water, we believe this program aligns with Rotary's clean water and sanitation area of focus.

We believe that this is just the beginning of this project as more partners sign on to purchase more Gutter Bins. In addition, clean water is not only important here in Casper but in the world. As we are successful in reducing the pollutants that seep into the North Platte River by our storm water system, this technology can then be used in other parts of the country and the world.

Therefore, Rotary Club of Casper seeks to purchase [2] Gutter Bin™ storm water filtration systems and one year of the Clean and Measure Pollution (CAMP) Service to maintain each bin, for an initial investment of $8400.00. Frog Creek Partners, LLC will work closely with the Rotary Club of Casper and the City of Casper to determine the best location to install the bins.

The first Gutter Bin has been ordered and the placement of the first Gutter has been determined. The placement will be near David Street Station which gets a fair amount of foot traffic and is near the Rotary Clock. We are waiting for the production of the Gutter Bin and will install the Gutter Bin soon after we receive it from production. The second Gutter Bin will be order sometime in the first quarter 2019.

The first Gutter Bin has been ordered and is being manufactured. We anticipate we will receive the first Gutter Bin in January from the manufacture. After we receive the first Gutter Bin we will order the 2nd Gutter Bin for an anticipated delivery and installation in May 2019.

The vendor for the Gutter Bins has been paid. The Gutter Bins will be installed April 18, 2019 between David Street Station and the Historic Casper Fire House. Members from the Rotary Club of Casper, Five Trials, Reveille, and Rotaract have been invited to participate. This service project is connected to the Rotary Club of Casper's Centennial Celebration.
