Summary: Provide a University of Utah Health resident psychiatrist for one-half day per week at the Pocatello Free Clinic (PFC) to provide psychiatric care for uninsured patients with emphasis on refugee and immigrant mental health in Pocatello, Idaho, USA.


Pay the salary of a University of Utah Health resident psychiatrist for one-half day per week for five months beginning in the summer of 2023 at the Pocatello Free Clinic (PFC) to provide psychiatric care for uninsured patients with emphasis on refugee and immigrant mental health in Pocatello, at a cost of $1,000 per month. Partners in the clinic include the University of Utah, Huntsman Mental Health Institute, Idaho State University, and BRIDGES Idaho refugee support organization. This project is a professional expansion of Pocatello Free Clinic services and partnerships. Rotarians will be involved by promoting the project and working locally to build additional support and collaboration for it going forward. A promotion flyer is in the documents section.


Addendum to Project Description (added after the project was signed)

Rotarian Participation

Rotarians from all three Pocatello Rotary Clubs support the Free Clinic in various ways and have regularly raised fund to assist. The clinic depends on volunteer professionals and donations.

Pocatello Centennial Rotarian participation:

Three and spouses serve or have served on the Free Clinic Board of Directors.

5 form the Clinic Psychiatrist project steering group. They facilitate coordination between the Free Clinic, the Resident Psychiatrist, Idaho State University, University of Utah, Huntsman Mental Health Center, Idaho Department of Health and Welfare and local/state healthcare supporting foundations for sustainability. They will design community media that will raise awareness of yet another Rotary project in greater Pocatello.

1 and spouse lead BRIDGES Idaho refugee support organization which will identify refugees in need of clinical help and is funding this project with $2,000.

1 directs Aid for Friends Homeless Shelter and will make connections for indigent people needing clinical services.

1 is Executive Director of the Pocatello-Chubbuck Chamber of Commerce who will assist businesses with clinic support and networking for needy clients, particularly immigrants in our community.

1 is an elected Pocatello City Council member who will provide liaison with city organizations such as the Human Resources Advisory Committee and others.

1 is an elected School District 25 trustee who will assist in connecting needy students and parents with the Free Clinic.

1 is on the boards of Health West and the Portneuf Health Trust which will provide more liaison with indigent people

5 are faculty or staff at Idaho State University who will assist with support and connection to needy students or their families, particularly refugees and immigrants.

All Rotarians participate in fundraising activities that have and will provide the club share of the project for 2023-24 and future years.

Thank you for pursuing a Rotary Foundation grant through District 5400. There are a couple of issues with your grant application. Per the Terms & Conditions for Rotary Foundation District Grants, "District grants may not be used to pay for...the operating, administrative or indirect program expenses of another organization" D5400 will not be able to approve this project as proposed. Also, this is a Tier 3 application. A club must have had at least $100/capita in giving to Annual Fund-SHARE of The Rotary Foundation in the 2020-21 funding year to apply in this tier. Your club's giving was only $48.37/capita that year. Maximum DDF available to you in 2023-24 is $1,381.

The D5400 grants committee met on 6/24 and wants to include your project in the district's block grant application to TRF. However, it is concerned about the extent of "active Rotarian involvement" in the project, a requirement of The Rotary Foundation. On the administration side of the description tab, click "edit project page". In the addendum box write a statement being very specific as to how many of your club members will be involved and specifically what they will do to support this project. Statement needed by June 30, 2023. Meanwhile spend no money or sign any contracts that would incur costs, as you cannot be reimbursed by TRF funds for expenses incurred prior to approval of the block grant by TRF. We'll notify your club when the grant is approved. Thank you!

The Pocatello Free Clinic Psychiatrist project continues. Excellent reports of mental health treatment. The grant provides stipend to University of Utah Health for psychiatrist time. Other funding has been received. The service will continue 2024-25. A final report will be submitted in April for P-4707.

Thank you for your documents on this grant. They seem complete but the committee does have some concerns. Stipends are allowed by RI Guidelines in some circumstances but we have to watch for a pass-through grants and this looks a little like this. RI does not consider fund raising as "active Rotarian participation" and being on a board is rather difficult as it can be perceived conceived as a conflict of interest. As auditor my interpretation of the Terms and Conditions and expenses are in contradictions of RI Guidelines. I will close this great grants but if you are going to continue please address these concerns before you proceed. It looks like a necessity you are trying to help with.
