1. Establish a new Rotary eye hospital focusing on surgeries for preventable blindness at Karol Bagh in New Delhi in a new partnership with the International Agency for the Prevention of Blindness (IAPB) and the International Eye Foundation (IEF) and in cooperation with Dr. Schroff's Charity Eye Hospital. 2. Create a sustainable model of eye care through cross-subsidies. 3. Enhance preventative care and best practices in hygiene in the project area. 4. Train medical and non-medical (hospital management staff) in best practices. (see attached proposal). 4. One of the main purposes of the project is to demonstrate a joint partnership of RI, IEF, Rotary India, the Rotary Club of South Delhi, and Dr. Shroff Hospital and to align with the Government of India National Eye Care program, Vision 2020.

The project will initially benefit approximately 2,000 in the first year at each hospital, with a goal of 15,500 at each hospital over a 5-year period (see Project Plan attached). 80% of these patients will receive cataract surgeries and follow-up care. The Karol Bagh Eye Care Center will also offer optometry and eye glasses services. Other patients will be referred to the main hospital (Dr. Schroff's Charity Eye Hospital). Poor patients and at-risk children and adults will receive educational outreach aimed at increasing awareness of eye problems, especially diabetic retinopathy.

On a national level, 1.1% of India's population suffers some form of blindness, including 2.5 million children. Over 80% of these are preventable or treatable with early detection. Karol Bagh and Vasant Kunj are bustling urban centers surrounded by poor neighborhoods. Surveys of these districts found that there are many expensive specialist treatment centers not open to the poor, and hopelessly overcrowded free government hospitals and clinics that consistently fail to meet demand.

The hospitals at Karol Bagh and Vasant Kunj will be extension eye care and surgical centers focusing on diagnostics and cataract surgeries, with specialist services at Dr. Shroff's Charity Hospital main center at Dara Ganj. The cross-subsidies model allows for free services for the poorest patients and subsidized services for patients who can pay a little. The Dr. Shroff's Charity Hospital mandate is to provide 50% free or subsidized care. The project will expand capacity in these urban centers with educational and diagnostic outreach to poor neighborhoods.

The project aligns with the National Blindness Control Programme (NBCP), the goal of which is to reduce the prevalence of blindness from 1.1% to 0.8% and the Vision 2020 project, which aims to eliminate the main causes of avoidable blindness by bringing together governments and NGOs to facilitate planning and implementation of sustainable eye care programs. Surveys of the target areas suggest huge demand for affordable eye care and community mobilization, eye camps for screening and diagnostics, and educational outreach will all respond to established community demand.

Role of International Rotarians

Mark Harbison of the RC of Kihei-Wailea has been in close touch with Manjit Sawhney, and has assisted in writing the proposals and the Grant application. As a fellow board member of the RAG for Blindness Prevention, Harbison and Mr. Sawhney have been negotiating with the IAPB since the Rotary Convention in Bangkok on establishing eye hospitals on the IAPB model and eventually on establishing a Rotary Eye Bank in Delhi. Harbison is involved in promoting projects to expand eye care in developing countries, publicizing Global Grant activities in the eye care field and promoting MDGs and SDGs related to eye health. For this Grant, Harbison was involved in promoting the Grant to other Rotary Clubs in Distrit 5000 and elsewhere (RC of Calgary, District 2650 in Japan) and will lead the Committee in publicizing the project once approved and implemented.

The Project is being also supported by D3630, 3680 of Korea and US D7490. We need US $10,000 support.
