HUMANITARIAN PROJECT by ROTARY CLUB MALDONADO, DISTRICT 4980, URUGUAY. November 2015
OBJECTIVES
To prevent and decrease teenage pregnancy, HIV AIDS spread, domestic violence and sexual abuse of children and teenagers. The project targets 3500+ children in last grade of primary school and first grade of secondary school (ages 11-14) in our area.
This project addresses two of the six areas of focus defined by Rotary International, namely a) peace and conflict prevention and b) disease prevention and treatment
BACKGROUND
Maldonado municipal authorities had analysed local conditions and identified over 3500 vulnerable children in our area. Following up on these results, the Uruguayan chapter of the international service organization ZONTA (www.zonta.org) has been working since 2012 to alleviate those risks. They need financial support to continue with their program. It must be noted that teenage pregnancy and child abuse rates in our country are higher than the world averages: every 5 pregnant women, 1 is a teenager; 62 % of denounced cases of sexual abuse are perpetrated against children and teenagers.
ACTIVITIES and TIME FRAME
The project activities that will take place during 2016 and 2017 include:
• Creation of multi-disciplinary teams composed of doctors, sociologists, psychologists, social workers, educators, etc., that will train primary and secondary school teachers and the vulnerable population on human rights, sexual education and health, responsible parenthood, gender violence, domestic violence, sexual abuse,
• The training, delivered via conferences, seminars, and workshops will take place in all educational institutions where target population is to be found, both public and private,
• Young leaders will be identified among the participants and trained accordingly. They will help their communities in the early detection and timely information of these cases to relevant authorities,
• An awareness campaign, addressed to the general public through local media (newspapers, radio and TV),
• Installation of a no-cost hot line for information and support.
Our RC Maldonado will take care of the following activities:
• Implementation of the project
• Administration of funds
• Oversight of project execution and payments
COVERAGE and BENEFICIARIES
The project will address 3500+ youngsters in the cities of Maldonado and Punta del Este, Uruguay, who will be the direct beneficiaries. Other members of their families will also benefit from the decrease of domestic violence.
Amongst the indirect beneficiaries, we can mention the public health services and law enforcement authorities, through the decreased number of cases to attend, and the community at large due to the improved climate and the diminished burden on public resources.
SUCCESS CRITERIA and SUSTAINABILITY
Several success indicators have been defined, as: number of conferences and seminars delivered, number of participants, number of young leaders detected, etc.
Once the Rotary project has ended, Zonta organization will continue with these activities with the support of local municipal authorities.

The total estimated cost is USD 33.700.
