PROJECT REPORT- HOPE AFTER FIRE - PHASE II

1. Introduction

Rotary Club of Coimbatore Metropolis is a 100% Paul Harris Fellow Club, chartered in the year 1985. The Club comprised of members hailing from various industry and profession, each of whom have distinguished themselves in their chosen career. Many of the members are successful entrepreneurs and professionals, having adorned the post of Chairmanship of the industry, trade, commerce/profession to which they belong to. The Club has produced many District leaders and three of the members served as District Governors. So far our Club has contributed US $ 285,832 to the Rotary Foundation.

2. About the Club

Rotary Club of Coimbatore Metropolis is a forerunner in all avenues of service advocated by Rotary International. The Club's contribution to Rotary Foundation is very significant. The club participated in all the TRF programs such as Group Study Exchange (GSE), Youth Exchange and other TRF sponsored programs. Such participation helped the Club to execute Eight Matching Grant Projects, involving an outlay of US$ 184,446.

3. About the Project

The Project "Hope After Fire - Phase - II" is designed to address the most serious health problem and social stigma faced by surviving victims of "Burns", caused by fire or by boiling hot water, due to accident occurring mainly at the place of residence or at social event in rural/semi urban Indian towns/villages. The use of conventional heating method such as fire wood for daily needs at home or the use of oil lamps at home or at festivals/rituals, frequently causes fire accidents. The affected victims are mainly women and children, wage earners working as a farm or industrial labourer. The victims suffer very serious deformities on the skin tissue and bones, leaving them as a burden to the family and in turn to the society. They are alienated from their family and society, unable to get themselves rehabilitated.

The Project "Hope After Fire - Phase II" , is a project to perform reconstructive surgery to correct the burns victims, who suffer from burns deformities so that their affected parts of the body (whether it is face, hand or fingers) are treated by medical experts well known for their expertise to perform micro/plastic surgery.

The Club in association with Ganga Medical Centre & Hospitals P Limited, Coimbatore has targeted to provide medical relief to burns victims by performing a maximim of 150 surgeries, in a combination of minor, medium and major categories, over a period of two years and thereby provide a great relief to the economically poor community, who cannot otherwise afford to get such medical relief from any other source.

4. Co-operating Agency - Ganga Medical Centre & Hospitals P Limited

Ganga Hospitals, Coimbatore as shortly known, is a medical institution of International repute, having established medical infrastructure for treatment of patients suffering from Orthopedic ailments and injuries caused by accidents and requiring treatment by plastic/micro surgery. The department of Plastic and Micro Surgery of Ganga Hospital is headed by Dr. S. Rajasabapathy, who is also the President of Indian Plastic & Micro Surgeons Society. He is a member of Rotary Club of Coimbatore Metropolis, who is committed to make available the medical expertise of his team of Doctors and the infrastructure of Ganga Hospital as a co-operating agency, to carry out this unique project for providing reconstructive surgery for burns deformities.

Ganga Hospital is the only medical institution to establish a Skin Bank in Southern India, an initiative for saving the lives of the burn victims. Awareness and promotion of skin donation is a parallel effort taken by Ganga Hospital and Rotary Club of Coimbatore Metropolis, which will benefit the community in a long way.

Ganga Hospital, Coimbatore, as a co-operating agency has successfully implemented Phase I of the project "Hope After Fire", to perform reconstructive surgery on burns victims to rectify their deformities and bring them back to a normal life. The Phase II of the Project is being launched by Rotary Club of Coimbatore Metropolis in association with Ganga Hospital as its Partner in service to continue to provide the burns victims, mainly women and children, hailing from economically poorer segment of the society.

The Club, has so far carried out four Matching Grant Projects successfully, in association with Ganga Hospital, Coimbatore, each of which has far reaching economic benefit to the community.

5. Methodology

Rotary Club of Coimbatore, Metropolis refers patients to Ganga Hospitals and Ganga Hospitals also refers to Rotary. All cases are screened by the Project Committee of Rotary Club of Coimbatore Metropolis, who carry out an interview with the patients or their immediate relatives. The Project Committee ascertains from the Hospital the technical feasibility of success of the treatment and the cost outlay. The Project Committee, based on technical recommendation, approve individual cases requiring reconstructive surgery, for treatment free of cost at the Hospital.

The Hospital, apart from providing treatment with the medical expertise of its team, contribute by subsidizing 1/3rd of the project cost, by way of waiver of surgeon fee.

Thus the above methodology ensures success of the Project by active involvement of the Project Committee of the Club and the representatives of the Hospital, as Partners in service.

6. Cost Estimate

Based on past experience of providing treatment to burns victims by reconstructive surgery, the Hospital has identified the patients requiring such treatment into three categories as :-

(i) Minor Surgery cases

(ii) Medium surgery cases

(iii) Major surgery cases.

A single patient depending upon the nature and extent of deformities suffered due to burns injury, may require treatment at more than one stage, by readmission at the hospital for getting completely cured The ultimate success depends upon co-operation of the patient and the sustained medical attention given by the hospital, by carrying out one or more surgeries. The cost of such reconstructive surgeries has been estimated for each category, with 1/3rd of the cost subsidized by hospital as estimated below:-

(i) Minor Surgery cases : US$ 380 per case

(ii) Medium Surgery cases : US$ 755 per case

(iii) Major Surgery cases : US$ 1135 per case

The Club, has targeted to provide medical relief by performing a maximum of 150 surgeries in a combination of minor, medium and major categories, over a period of 24 months, at a cost outlay of US$ 99,450. The cost break-up details for each category of surgery is given as Annexure.

7. Funding Plan

The members of Rotary Club of Coimbatore Metropolis, make significant contributions to the Rotary Foundation, from year to year, in support of the efforts of the TRF to support projects on humanitarian grounds. By virtue of such contributions to TRF, the Club is now in a position to secure an allocation by way of DDF, for US$ 38,250, in the Rotary year 2015-16. The Club is confident of securing support from clubs located outside India as International Partner and executes the project under the Scheme of Global Grant of the Rotary Foundation.

8. Club Contribution to Foundation

Members of Rotary Club of Coimbatore Metropolis have so far contributed 285,832 US$ to Rotary Foundation in support of various foundation programs. Various non-members who are philanthropists have also contributed substantially to Rotary Foundation through the Club. The club's commitment to Rotary Foundation, has ensured that the Club receives support from Rotary Foundation to execute various community service projects, out of Matching Grant made available to the Club.

9. Present Global Grant

The Club looks forward to execute the present project by arranging Global Grant from Rotary Foundation. The International Partner Clubs or Districts, are requested to extend support by making equal contribution by way of DDF or by cash contribution of sufficient amount for TRF to match 50% of the amount through Global Grant. With such contribution, the project will get support of Rotary Foundation with a Global Grant of US$ 49,725. Thus the total project cost of US$ 99,450 can be met through the Global Grant Scheme of TRF.

10. Conclusion

Rotary Club of Coimbatore Metropolis is confident of support from TRF through Global Grant, in view of its excellent stewardship and submission of Audited financial statements and reports for all projects executed in the past. This project will address all the focus area envisaged by TRF to qualify for Global grant. Hence the participation by International club/District will make a significant impact on the community, projecting the image of Rotary to a greater height.
