EVALUATION OF NEEDS AND SUSTAINABILITY
In Tarija, the Vida Digna Care Center (shelter) is managed by the local NGO "Mujeres en Acción". It shelters girls aged 12 to 17 years, victims of aggravated sexual violence with pregnancy consequences, which are sent by the Children and Adolescents Defenders of different municipalities in the department of Tarija and even in the region of Cintis - Chuquisaca (Camargo, Culpina, Incahuasi, Las Carreras, Villa Abecia and Villa Charcas). The aggressors are usually close relatives such as stepfather, uncle, grandfather, brother, family friends, cousins, godfather, etc. so that girls must abandon their family and start a new life, alone, socially stigmatized, with physical and / or psychological traumas, without resources and without the support of their parents or other relatives.
One of the main actions carried out in the center is psychological assistance to internal girls through various methodologies such as group sessions, individual sessions. One of these methodologies is occupational therapy that allows to master skills that help girls to develop, recover or maintain skills of daily life for the generation of income and savings for their future life.
The current production units in the center are small and are aimed at making bread, pastry, making craft bags of paper for bottle packaging, jewelry and Christmas cards which aims to add laundry service. With the functioning of these productive units, the sheltered population fluctuates between 15 and 25 adolescents.
Girls have strong limitations in direct marketing processes from the shelter, so they have to go personally to sell their products or offer their services outside of the city, with the consequent risks for them and indirectly for their babies.
Finally, the shelter has serious shortcomings with its current wastewater treatment system - which is very precarious and old - and because that area of the city does not have a public system to which they can connect, which poses serious risks to the health of girls and their children because of the potential contamination.
JUSTIFICATION
The Center "Vida Digna" is the only specialized center in the department of Tarija and in the south of the country, which specifically cares for adolescent girls victims of aggravated sexual violence with subsequent pregnancy, with the aim of supporting them in the reconstruction of his life project and his emotional recovery. Adolescents receive comprehensive care for their emotional recovery, being occupational therapy an important alternative to strengthen their self-esteem as well as to generate income for their personal expenses and that of their children (food, health, education, distractions, clothing) and save for your future challenges outside the hostel.
Because of its young age, the level of schooling and the recovery period, it is not easy to find sources of work outside the Center, that is why the functioning of these productive units is intended to acquire skills in the development of different products that Allow them to generate income, hopefully with sales made locally from the same shelter. Once adolescents have completed their recovery period, they must become independent and graduate from the Center, generally when they reach 18 years of age (or sooner), being essential that they have minimal equipment and others to start their life independently..
Generating their own income is aimed at strengthening their self-esteem, thus helping the emotional recovery of adolescents and contributing to the strengthening of their life project which includes the maintenance and care of their daughter / s for whom they must be responsible.
Finally, the issue of hygiene and comprehensive health is a basic aspect in the mother - child binomial that must be addressed with priority within the center to guarantee their right to good health and have a future perspective.
OBJETIVE GROUP
Girls-adolescents women from 12 to 17 years old, victims of aggravated sexual violence and subsequent pregnancy, a condition that deteriorates their integral development directly affecting their physical, psychological, nutritional, learning and economic specific needs when facing a new life, resisting a state of inequality and inequality, where their fundamental rights are violated, in a stage of vulnerability, frustrating their life project and forcing the responsibility of being a mother as well as having their future projection cut off.
Generally they are from the rural area, with a basic school level, generally coming from disintegrated families and a large number of members. Approximately 60-70% is in gestation period or with children from 0 to 5 years old
PROJECT DEVELOPMENT
Once the approved resources are available, an agreement between Rotary and Plan International Inc will be signed. Subsequently, the Detailed Project Implementation Plan (PID) will be prepared and a detailed analysis of implicit risks will be carried out. Plan International Inc. for the execution of this project will establish a specific agreement with the partner NGO "Women in Action" who will lead the on-site operational execution of the activities proposed in the project, by virtue of their experience in the subject and by being administrators of the Center "Vida Digna". Plan, on the other hand, will provide periodic advice, assist in monitoring, supervision, as well as training accompaniment. A MANAGEMENT MODEL of the Sales Center will be developed during the process so that it is safe, stable and sustainable, jointly with girls from the Shelter and "Mujeres en Acción" staff.
EVALUATION AND MONITORING
The ONG "Women in Action" will be directly responsible for the monitoring process, and supervision with the support of the project consultant and Plan International Inc .. There will be two types of reports: one in the medium term (progress) and another in the end of same, aligned to the official delivery of achievements and expected results of the project.
Finally, there will be a systematization of the experiences and lessons learned from the project.
