The Human Rights framework recognizes citizens with disabilities as having the same rights as citizens without disabilities. These principles have been integrated in International Labor Organization (ILO) Standards for decades, namely Convention No. 159 concerning the Vocational Rehabilitation and Employment (Disabled Persons) which explicitly calls for mainstreaming.
The mort recent United Nations (UN) Millennium Development Goals (MDGs), as well as the UN Convention on the Rights of Persons with Disabilities (PWD), adopted by the General Assembly in 2006.
Employment is a critical element of independent living, and a primary aspiration of people with disabilities or with special needs. The large majority of PWD in Lebanon are capable of productive work, in the bulk of cases without the need for aids or appliances. Despite this fact, the employment rate of disabled people is lower than in the general population.
National Rehabilitation & Development Center (NRDC) is a civil non-governmental organization, established on 30 March 1986. It got its public benefit status under Decree No. 7546 dated 18 Nov. 1995. Its mission is the "Reinforcement of people with special needs in order to secure a decent life. Help them increase their self-dependence and productivity."
Thus, NRDC decided to establish a VOCATIONAL TRAINING Center that will provide a vocational training for students/persons with disabilities. Ministry of Education and Higher Education (MEHE), is responsible for the administrative running of the center (teachers and their wages).
The Vocational Training Center will provide training in the fields of Soap production, Candles production, Pottery production, Straw production, tailoring and cooking. The duration of the courses will range from 1 months to 3 years. After completing a certain period of training, students will get on-the-job training with the products or services marketed through the center to generate income.
Expected outcome:
o up to 60 PWD/ year will gain valuable skills and are able to engage in gainful employment and become self-reliant.
o The vocational training center is accredited by the government and official certificates will be issued to the students upon completion of the courses. This would further increase the chances of the students with special needs (PWD) finding employment once they complete the courses.
