The Rotary Club of Mbale will partner with the Rotary Club of La Jolla on this Global Grant which will provide funding to equip Mbale with a Technology Hub with free technology education and Internet access. The target population of the Mbale Public Technology Hub will include, unemployed and underemployed youth of the Mbale community. The direct beneficiaries of this project will include community members both males and females with an emphasis on including women who have been previously marginalized and alienated from the workplace and youth 15 - 30 years out of school. To enroll beneficiaries will have an employment or entrepreneurship goal and while enrolled in the ICT classes they will also be provided with a variety of related life, work, health, communication, entrepreneurship, and digital art skills to benefit their ultimate goal. They will also receive mentoring to support their employment goals.

The Rotary Club of La Jolla will partner with the Rotary Club of Mbale, to provide computer skills training, life skills, job skills, entrepreneurship skills, and women's empowerment skills to enable and advance economic empowerment in Mbale, Uganda, a disadvantaged region where the population is living in abject poverty. Additionally, students in government schools without computers and access to the Internet are at a disadvantage without appropriate tools to improve their academic performance.

Therefore, the Mbale Public Technology Hub will offer free computer training and Internet access to those most in need and eager to learn with a commitment to advancing their livelihoods and that of their family and community. Highly trained instructors at the Mbale Public Technology Hub will educate the youth in Microsoft Digital Literacy Curriculum, in both theory and practical skills to mastery in a two-month program. Upon graduation, the beneficiaries will receive a Rotary Club certification which will be highly regarded and advance the opportunity for employment or become entrepreneurs. Those with a penchant for computer skills will have the opportunity to partake in an advanced computer training program to develop skills for online up-work to become independently employed. The youth will also have free access to the Internet.

Additionally, the women will have the opportunity to enroll in the Women's Empowerment program providing women classes to advance their lives including, women's rights which includes topics such as reduction of gender-based violence and early-child marriage, reproductive health, self-esteem and confidence building, public speaking, entrepreneurship, computer skills, writing business plans and specific Vocational Skills training. Additionally, there will be a curriculum component of all classes addressing child trafficking with Mbale being a border city facing this problem.

The estimated number of direct beneficiaries will be 50,000 while thousands more will benefit indirectly from the outcomes of employment income leading to an increase in children in school, improved nutrition, and medical care as well as a reduction in gender-based violence and early-child marriage.

The project was duly launched on November 26, 2021. Training of beneficiaries commenced on Monday January 9, 2023. 120 beneficiaries were recruited in the following program areas. 60 for Information communication technology, 20 for tailoring and garment design, 20 for hairdressing and cosmetology and 20 for handcrafts. All the 120 participants were trained in basic computer skills, mindset change and entrepreneurship. All the female beneficiaries went through women empowerment classes to strengthen their confidence and human rights. The project was put to a halt on April 6, 2022 just after the completion of the first term of training due to disagreements between the Rotary sponsors and the cooperating organization. The project reopened on March 17, 2023 with a graduation ceremony.
