The deaf and dumb and persons with hearing impairment find it very difficult to access services because of failure to communicate with the service providers. In many cases they cannot even communicate with their family members. They suffer exclusion in homes, social life and in government programmes. There is no single government owned school for the deaf and dumb, this implies that the children of the poor have no opportunity to go to school at all. This has left the country with more than 90% of the deaf that have not accessed education at all. The deaf are deprived of the basic human needs; Subsistence, Protection, Affection, Understanding, Participation, Leisure, Creation Identity Freedom. They are therefore greatly exposed to conflicts and there is no mechanism to help them resolve the conflicts. The Deaf and Dumb in my country therefore, suffer from; illiteracy, poverty and total exclusion. This makes them susceptible to diseases like HIV and lots of the injustices. When they are sick they cannot explain how they feel and when they are accused they cannot explain their innocence. This makes them feel as though they are social rejects; they develop complexes and decide to live in isolation; making life very meaningless to them.

The Project proposes the following activities:

1. To sensitize service providers about the need to take care of the deaf and dumb persons in their areas of service and thus the need to learn sign language. This shall focus at heads of Institutions. This shall be conducted in conjunction with Enabled International Ltd.

2. Sign language training for service providers: Sign language shall be taught to 500 service providers spread in the whole country. In case of up-country trainings, the club shall partner with upcountry clubs to supervise the training. Conducted with Enabled International Ltd.

3. Scholarships shall be offered to at least 300 Children who are deaf and dumb whose parents shall be accessed as being unable to pay school fees of their children or to children who will be found neglected by their parents because of their disability.

4. Sign language and vocational skills training shall be offered to 150 adult deaf and dumb in three phases of 40 per year. In the medium term the club shall cooperate with Kabasanda School for the Deaf and Kabasanda Technical to utilize their structures while the trainers and training tools shall be offered by Rotary. Vocational Skills to focus on shall include but not limited to; carpentry and Joinery, building and construction, Electrical Installation and Motor vehicle Mechanics, Primary Health Care, Counseling, entrepreneurship and bookkeeping. A tool kit were applicable and certificate shall be provided to the participants each one of the at completion of the programme

5. Vocational Training Teams both incoming and outgoing shall work together to design a training module for the adult illiterates deaf and dumb and also design a programme to discover talent among the deaf and dumb children. There will be expansion of Vocational Training opportunities to the deaf and dumb after training in nonprofit making organizations.

6. Poverty alleviation among families of persons living with the deaf: Strengthen the development of families of persons living with the deaf and dumb particularly women to alleviate poverty in their families, micro credit extension and capacity building. This shall be conducted with the cooperation with FFE DI

7. Capacity building for Uganda National Association for the Deaf (UNAD) shall be trained to strengthen their advocacy, leadership and management skills. This activity shall be conducted in conjunction with Alfa-Beta Consultants.

8. Provision of 300 hearing Aids to persons with redeemable hearing impairments at the end of the three years. This activity shall be done in conjunction with Circular Supplies Limited and Daniel's ENT Clinic to facilitate proper examination of the beneficiaries.

9. In cooperation with Muslim Center for Justice and Law (MCJ), the Club shall establish a Mediation and Conflict Resolution Desk for the deaf and dumb in Uganda. Justice has not been dispensed to the deaf and dumb because of the communication gap. The people that are supposed to mediate between the deaf and dumb people cannot help. Lawyers from MCJ shall be part of the training in sign language and a memorandum of understanding shall be signed with them to ensure Mediation and conflict resolution to the deaf and dumb.

10. Monitoring and evaluation: Monitoring and evaluation shall be done at each of the

stages by Uganda National Association for the Deaf(UNAD) in conjunction with the club

officials
