PROJECT OVERVIEW: RID 3212 consists of 121 Rotary Clubs spread over seven rotary zones namely Viruhunagar, Ramnad, Sivagangai, Tenkasi, Tirunelveli, Tuticorin and Kanyakumari in Tamilnadu, India. The total population in these seven zone is 11.327 million and among them 1.01 million (8.9%) are in the age group 0-5 yrs. The area under these seven zones is 25,765 sq.km and the population density of ~440 per sq.km. Among the one million children in the age group of 1-5 years, there are about 200,000 new born babies. It is estimated that out of this nearly 18,000 (0.9 % of two lakh) new born babies have congenital heart problem needing medical attention and or surgeries. In our RID 3212 there is little facility to do heart surgery and it costs about $ 2000 - 5000 per surgery. There are number of families below the poverty line which cannot afford the cost of heart surgery and at least 1800 children (10% of the 18,000 babies) in the age of 0-1 year need financial support. Foreign children (International partner country and other countries) heart surgery will also be carried out at Amrita hospital. In view of this, it is aimed to apply for a Global Grant project to support the medical equipment, treatment and or surgery to the below poverty line people.

PARTNERING INSTITUTE: It is planned to carry out the heart surgery and the follow up medical consultation at Amrita Institute of medical sciences, Kochi. Already we have conducted three screening camps with the Amrita Institute and we have a good repo with them. Another advantage of selecting Amrita Hospital is its location and Kochi is well connected by number of daily trains from various RID 3212 towns. Moreover Amrita hospital completed 1000 surgeries under the name of "Gift of Life" and their expertise will be highly advantageous in saving the lives of children born with congenital heart problem. Heart surgery will be done by the Amrita hospital for both the Indian children and few deserving foreign children. Foreign children once arrived in India, their local travel will be supported by the Rotary Club of Virudhunagar.

ROLE OF HOST ROTARIANS: The host committee and Rotarians will supervise the progress of the proposal continuously. In assistance with the Amrita Institute of medical sciences will conduct medical camps in RID 3212 and identify the children who have congenital heart disease and need medical assistance. After identification, the home club will look into the financial conditions of children who need support and will recommend to Amrita Medical Institute of Science for treatment. Rotarians of Rotary Club of Virudhunagar ensure their logistics for travel to Kochi and safe return to home from Kochi. They will also actively supervise the purchase of the medical equipment in coordination with Amrita and see that they are properly installed at Amrita Institute of Medical Sciences.

ROLE OF INTERNATIONAL PARTNERING CLUB: The International partners will help to identify the children in their and other countries who deserve heart surgery. They will take care of the Visa charges and travel cost of the children to India. Apart from funding ($ 5,000) to the global grant proposal, they will see that the global grant funds are properly utilized according to the Budget specification.

ROLE OF AMRITA INSTITUTE OF MEDICAL SCIENCES: Assistance in conducting medical camps to identify potential patients who requires pediatric congenital heart surgeries at Amrita institute of medical sciences. All the surgeries will be conducted at Amrita institute and the regular follow up of conditions of patients after the surgery at least once in a year for the next three years. Training will be given to the parents of the children on how to care them before as well after surgery.

BUDGET : Medical equipment - SonoSite Portable Echo Ultrasound = $ 17,000 Conduct of two Screening Camps 2 x $ 500 = $ 1,000 Heart Surgery cost for children = $ 15,000

Justification for the Budget: Each heart surgery costs about $ 2000-5000 and it is planned to release (through global grant) the cost for each surgery against the invoice being raised by Amrita for international children. A MoU with Amrita for subsidized cost for surgery is being made. The medical equipment portable Sonosite is essential for the diagnosis of heart ailment during the screening camps and it will be handed over to Amrita Institute of Medical Sciences, Kochi and they will take care of its maintenance.
