The Rotary Club of Esteban Echeverria together with the Municipal Polyclinic Sofía Terreno Santamarina and the Department of Health of the Municipality, are carrying out a project which we have named "Diagnostic Prevention of Breast Cancer". In order to detect said pathology, prevention campaigns at a Municipal level would be carried out. These campaigns would entail not only breast examinations at the hands of a specialist, but also the utilization of advanced methods of imagery diagnosis, principally a mammograph with its distinct incidents complemented by an ultrasound scan of high resolution. The use of the mammograph is the method which has proven to be the most beneficial in terms of the reduction of mortality caused by breast cancer. The general conclusion of several studies has been that the use of the mammograph reduces the mortality rate of patients suffering from breast cancer. This reduction in the population invited to participate in the detection program could be anywhere from 15 to 40 percent.
Such campaigns would be organized by articulating the action of the Polyclínic with the 25 Peripheral Units, in order to make the resource available to the towns where access poses a major problem. Once the examination has been carried out by the specialist, the patients would be transferred to the Polyclínic in order to undergo the mammographic studies.
As can be expected, the appearance of the prevention campaigns will surely detect a hidden demand. As a result, the number of surgical interventions will increase, both for biopsies as well as curing treatments.
With this project we hope to incorporate a numerous population into the health circuit, which at present is excluded from the cancer prevention programs, which is the cause of the death of many women in our country.
The project would also contribute to enhancing the general knowledge regarding the positive aspects of prevention in improving quality of life and living conditions. Job positions in the health care area would be increased and promoters could be trained within the same community so that breast cancer prevention at all levels as well as its appropriate treatment would become a sustainable reality installed as a part of the culture of the inhabitants, putting it within reach of all of those who access to this benefit without any type of discrimination and regardless of place of origin or condition.
The only objective of this request is to improve the efficiency and efficacy of the public health care for our group of inhabitants.

The following elements are necessary to carry out this project:
1) 1 (One) compact, high resolution mammograph with a high frequency generator X ray tubes with a grounding cathode, rotating molybdenum of 300KHU. Potter Bucky mammograph. The estimated cost of the abovementioned equipment is USD 39.680 (does not include VAT) (Exchange rate U$S 1= $4)
2) 3 (Three) Electroscalpels type Dyne EBES 410 with double exit system. Cost: $ 14.220.- each (includes VAT) = U$S 3.555
3) 1 (One) ethylene oxide autoclave. Capacity 60 liters. Type Sterivac 3M 5XL .Cost: $ 120.950 (includes VAT) = U$S 30.237
