PROJECT SUMMARY:

(1) Location

The Haiti Literacy Project will be located at three YMCA Community Centers - Port au Prince, Laboule and Croix des Bouquets in Haiti.

(2) Specific Objectives

The primary objective of the Haiti Literacy Project is to jump start literacy skills for 1100 youth (early age/ not in school, after school, teens/young adults) and adults (particularly women and seniors) in three communities in Haiti in three years (2015- 2018 fiscal Year). The secondary objective is to establish a "community campaign" for literacy in each of the three communities, using the literacy project participants as community role models to teach others and sustain program.

With 9.7 million people, Haiti is the most populous full member-state of the Caribbean Community. It is the poorest country in the Americas as measured by the Human Development Index. There are 5 million children (18 years or less in age.) The Median age is 21 years. 4 million Haitians live in the diaspora.

Nearly 80% of Haitians live in poverty and 54% in abject poverty. 75% of Haitians live on $2 or less per day. The average annual income is $653. Unemployment is 41%. Only 40% of Haitians have access to basic health care.

Haiti's literacy rate is 53% and illiteracy is 47%.

The educational system in Haiti is very weak, and ranks 177th of 186 countries for national spending on education. 90% of schools are nonpublic. Only 67% of children attend primary school , only 30 % reach sixth grade and only 20% are in secondary schools.

In January 2010, Haiti was struck by a 7.0 earthquake, leaving hundreds of thousands dead and hundreds of thousands more homeless.

The Haiti Literacy Project will offer literacy programs to 900 youth and adults plus 180 teen/young adults as volunteer tutors. These young adults will be trained as community leaders. In addition, 50-100 community volunteers, from partner organizations and other civic groups, will be recruited over three years at the Community Centers.

The project will serve 80 Youth per year in each of the Community Centers as follows:

20 young children during the day, focusing on children currently not enrolled in school due to financial limitations. 40 school age children in reading clubs after school, focusing on Improving Reading for vulnerable children with literacy challenges, in order to keep them in school. Teens and Young Adults as Volunteer Reading Tutors and Community Reading Leaders, working with youth plus organizing Community Outreach programs focused on literacy in the arts, music, etc. The Project will identify and recruit the volunteers, from from the community and in conjunction with local schools. Estimate 20 teens/young adults per center per year.

Adults- The project will serve 40 Adults per Year at each of the three Community Centers as follows:

Female Reading, Financial and Career Literacy Program, teaching reading to New Readers and using career and financial education as a reading platform to expand each individual's awareness of life/career options. Estimate 25 adults per center per year.

Senior Intergenerational Circles, focused on both New Readers and Improving Reading, working with Teens/Young Adults on Community Outreach projects. Estimate 15 adults per center per year.

(3) Project Plan

The Haiti Literacy Project will have a full time National Literacy Coordinator and a full time Program Coordinator to assist at the Community Centers. Program design will utilize technical assistance resources, including RTI International, local universities and the YMCA of USA. RTI International , founded in 1959, is one of the world's leading independent , non profit research and development organizations operating in 75 countries with an expertise and experience in literacy programs in Haiti . We also hope to involve the Harvard Education Labs, and their structured tutoring program , which includes diagnostics, small groups, and guided reading.

The three Community Centers will its own space for the program, and recruit participants and volunteers from the commuity, local schools and partner organizations.

Annual Budget: $31,000

• Full Time National Coordinator $12,000. This full time position will have experience in teaching and monitoring education and/or literacy programs, with a college degree preferred.

• Full Time Program Coordinator $6,000 plus $1000 Transportation.This full time position will have experience in literacy programs.

• Books, Audio Tapes and Materials $3,000 ($1000 per center for 100 participants)

• Other Supplies $1,000

• Technical Literacy Assistance such as RTI or local universituy $2,000.

• Administration ( Oversight, Program Quality and Results Tracking, Volunteers) $ 6,000

Total $93,000 over three years

Plus One Time Costs $12,000

• Program Design/ Literacy Expert $3,000 plus In Kind

• Generators $4,000 (Laboule and Croix des Bouquets Centers)

Grand Total $105,000 over three years

Scholastic Canada has donated 9,000 French books for K-12 grade levels to the YMCA d' Haiti.

PROGRAM SUSTAINABILITY and MEASUREMENTS:

(1) Community Capacity Building

The Project will utilize its history and community centers to create a Community Campaign for Literacy as a priority to "eradicate illiteracy".

The Haiti Literacy project will enable literate individuals to be dignified by the process and increase their opportunity to be employed.

The Haiti Literacy Project will have a domino effect on the families, community and the country as a whole, as we know that individuals who become literate ensure that their families are literate.

(2) Measures of Success: 2015 - 2018

Youth 540

• 180 Youth Learn How to Read

• 360 Youth Improve Reading Skills 2-5 Grade levels

Teens /Young Adults 200

• 200 Teens Improve Literacy Skills through teaching others and Learn Leadership Skills

Adults 360

• 200 Adults Learn How to Read

• 160 Adults Improve Reading Skills 2-5 Grade Level

Total: 1,100 (Youth, Teens & Adults)

Volunteers: 150-300 Adult Volunteers to assist in programs as Tutors and Community Outreach Literacy Leaders.

(3) Ongoing Sustainability

Community volunteers will be trained to continue program . Rotary, YMCA, other community organizations and individual will be recruited to continue and even expand the programs.
