Description of benefiting community and needs identified

Surabaya is the capital city of East Java province, Indonesia. As the second big city in Indonesia, this city perceived as a place where people get any possibility to change their quality of life better. Number of its population about 3.5 million originally and statistician estimate about 5 million during the work day as many people from other city come to do any kind of business in town. High people mobility facilitated by good transportation and infrastructure that can be accessed by people from various socio economic stratums and by "promising" better life condition that can be achieved. Migration can not be stopped; people from rural area migrate to Surabaya in searching a decent life.

For those who unskilled and less educated, failed to achieve their dream in Surabaya and become homeless drifter and surviving their lives as scavengers, beggars, street kids, street worker, and other marginal community. They build hut along riverside, railway station, slum area and some other places in the worst condition. A place that is not healthy, unsafe and stigmatized as criminal area. There were tens of thousand productive-ages (25-55) with no job or low wages income workers.

Since about last 10 years ago, government of Surabaya tried to handle these marginal communities through the eviction policy to relocate people from the slum area to better places called RUSUNAWA (lower price rented flat). One of the flat located at Tanah Merah, Kenjeran Surabaya. There are 305 families (KK), consist of 1368 people. Most of them work as labor and small traders with an average income less than USD 150 per month or USD 3 a day.

They should pay monthly rent fee from USD 9 - USD 25 (Rp. 93.000 - Rp. 268.000) based on Major of Surabaya Regulation number 59/2010. The lowest floor is the most expensive.

Unfortunately these low income household do not have good income. Some of them have working activities as a small trader, employee in a garment factory and handy craft art. Due to the current situation economic hardships, most families living in the flat has difficulties in fulfilling their daily life include to pay the rent fee.

Currently Government of Surabaya did not have intensive program to increasing the flats dwellers income. We would like to take the opportunity in responding government of Surabaya needs to realize productive, clean, and healthy city.

In collaboration with Genta Surabaya Foundation - an NGO working with marginalized people in empowerment issues - and PT AnugerahEfrata - a private sector with experience in micro entrepreneurship, we propose pilot program to do empowerment activities that would equip low-income families for long-term economic stability and self-support through life skill training and small business establishment that might improve the economic prospects of low-income households.

In this first period the focus would improve the income as short-run activities that they most need and prepare small business management to develop flat community capability in increasing and sustaining their income. Life skill development is central to improving productivity. Life skill may be defined as abilities for adaptive and positive behavior that enable individuals to deal effectively with the demands and challenges of daily life. Stronger life skill could empower individual facing their future positively.

In turn, productivity is an important source of improved living standards and growth. The other critical factors include establishing small business plan, social dialog and fundamental investments in financial literacy, community health and parenting for the poor family. The better the training and the more refined the skills are in terms of human capital, the higher the income and returns and the better the poor community livelihoods.

Summary of proposed activities

This is a Pilot Program for Economic Development in poor family living at a rented flat Tanah MerahKenjeran Surabaya. Flat Tanah MerahKenjeran was build, managed and operated by government of Surabaya to accommodate those who removed from slum area. There are 305 families (KK), consist of 1368 people. Most of them work as labor and small traders with an average income less than USD 150 per month or USD 3 a day.

This project would emphasize on the crucial role of skills and knowledge in creating opportunities for the new economic and employment. Families with greater financial resources can better meet basic needs and provide enriching opportunities for their life. The economic security of a family is critical to the future prosperity of the state.

There will be:

• Workshop/Training on life skill include: Introduction to Life Skill, Parenting Skill, Delinquency, Financial Literacy, Communication for , Family Problems and Solving Them, Healthy Family, Needs and Wants (Prioritzing), Gender Role, sanitation (clean water, waste products recycling, develop skills, environment development), maternal and child health (healthy food & nutrition, child development, dental health education, hand washing, health reproductive and right, drugs: medical and psychosocial aspect first aid), IT and entrepreneurship

• Workshops/training of entrepreneurship to do micro business. It will be continued with mentoring until the people can be independent

• Good practices workshop at Sub District level

Site and beneficiaries

RC Surabaya Kaliasin,27082,from District 3420 have had a good relationship with the community at rented flat Tanah MerahKenjeran, Surabaya. Previously, our club did District Grant as Literacy Project totheir library by delivering books, encyclopedies and magazines to support the learning process. Continuing working with this community would be an advantage where the key stakeholder and community already aware with ROTARY program activity.

The interventions are limited to housewife and adolescents at productive age as direct beneficiaries who interested to join family economic development. The project will start with around 100 housewives and adolescents that will be clustered in to 4 groups based on business activities similarity with maximum 25 people per group.

Program Strategy

1. helping the poor to increase their ability to effectively use their knowledge and skills in the environment where they live and work

2. providing them with additional skill and other support needed to increase incomes and productivity to improve living condition

3. internship in some private sector to familiarizing business environment

4. small business establishment in sustaining family income

Objective and Project Purposes

Objective: Theoverall objective of this program is to contribute an effective action to Government in poverty reduction through Life Skill Training and Small Business Establishment

Project purposes

1. by the end of the project, 100 housewives more educated and skilled as workforce/entrepreneurs,

2. by the end of the project, 75% of those participants would have productive activity based on their need as workers or entrepreneurs

3. by the end of the project, at least 3 type of small business entrepreneurship initiated and established at Flat Tanah MerahKenjeran Surabaya

Result 1:

R1.1. Readiness collaborative teamwork in implementing the activities

R1.2. Common understanding and comprehension about the program created among collaborative team, government and private sector

Result Indicator 1:

RI 1.1. Quarterly work plan established
