This is an application by the Rotary Club of Ambattur, for activities in the field of healthcare. It is :

Rehabiliation of Cerebral Palsy affected children.

Details :

Rehabilitation of Cerebral Palsy affected Children : Project is to rehabilitate 100 children affected by Cerebral Palsy over a period of one year (for fuller description see below)

Who will benefit by the project : Children of the residents of the city and its suburbs within a radius of 6 km from the Ambattur Rotary Hospital. Children in the age group of 2 to 8 years. Priority will be given to the economically weaker section of the society such as Industrial workers, generally the parental income level is below Rs. 8000 per month. Benefit to the child is to gain limb movements, ability to walk and ability to attend to themselves, in order to attend normal school. The service is rendered free at present.

Funding requirement :

a) Funds of a capital nature : NIL. Ambattur Rotary Club runs a hospital that has land and building, space for therapy, equipment for the therapy, including hydro therapy facilities. This is located within the Ambattur Industrial Estate. 14000 Sq. feet of Hospital space is available. Nearly 2000 Sq. Feet is being utilized for CP training.

b) Running expenses per year US $ 25000. This will not include water and power charges.

c) The running expense requirement comes to US $ 250 (INR 15750/-) per child. (More details below)

Gains to the child :

Children who have undergone Therapy can take care of Ambulatory motions and be able to feed themselves. Also walk on their own. In due course they can join the main stream of school going children.

Time Scale for starting : Within 60 Days of obtaining funds

Other Points :

• The Rotary Club has formed a project committee, which takes care of planning the medium term activities of the club. It will be part of the duties of this committee to provide feedback to the international partner clubs, on aspects of utilization, gain to the child, implementation etc.

• Rotary Club of Ambattur has been engaged in this activity since 2006. So far it has helped 400 cases affected by cerebral palsy. Till now project have been funded by philanthropic members and with the help of clubs in Germany, Finland and England. It needs funding of a larger nature to extend facilities to more number of patients.

• It is anticipated that parents of affected children would make a token contribution towards running of these activities in the coming years. This club has committed Rotarians, who have been contributing to the projects of the club over several years. This is expected to continue. Efforts are being taken to create a corpus to obtain partial funding of the project activities. The club already has FCNR account for receiving foreign contributions.

● Cerebral palsy is a condition that affects children at birth. This is a neurological condition.

Cerebral Palsy (CP) is a common disability among children throughout the world. The incidence is an average of 2 -3 children per 1000. Cerebral means brain and palsy means paralysis that is paralysis in the brain. The brain of children whether they are in the uterus (intrauterine phase), during birth (natal phase) or soon after birth (post natal phase) is not fully developed. If anything affects the brain of the child during these periods there is a high risk of child being affected by CP. As the brain of the child performs basic functions during these periods, signs that the child will be affected may not be visible. As the child grows the signs get visible resulting in the parents and the family going through trauma and shock.

CP affected children require early intervention in a scientific manner with prolonged therapy and rehabilitation on a daily basis. There is a dearth of CP Clinics, to address this need.

We use different methods to improve motor control with physiotherapy, Neuromuscular electrical stimulation (NMES) apparatus, Functional Electrical stimulators (FES) and Body weight supported treadmill and Cage suspension therapy. Recently we built a Hydr-therapy pool for aqua-therapy also the thera-suit therapy. Gradually as the child gains motor control the exercises are transformed into functional activities like playing, writing, eating which are necessary for body movements

All funds can be routed through "Ambattur Rotary Charitable Trust", which holds an FCNR account.

The District Rotary Foundation Committee approved the DDF for this grant at its meeting on July 14, 2014 contingent on the club submitting a Memorandum of Understanding (MOU) to the District. It is recommended that the sustainability of this project is made clear in the grant application sent to The Rotary Foundation. The Grant Application may proceed to The Rotary Foundation for review and approval.

District Governor (3230) has accepted the club's request for DDF contribution of $7000, for this project.

On account of DDF (3230) getting limited to $ 7000,project is being reworked,to provide for 100 CP afflicted children and reducing the number of cases for cataract surgery to 480 (say 500),from 750 nos.I am also making a small request to our international partner,to increase their contribution to $ 5000 (trusting that this will be accepted)

We at RC Ambattur are recasting our application ,to demonstrate sustainablity and as a five year programme.We are also in the process of obtaining some assurances,from local bodies,to create a corpus.We would be back to our international partner,after tying up,our end.

On a scrutiny of our application,RF,drew our attention,to the need to strengthen sustainability clauses.Our club's programmes committe,would like to build up a financial corpus,of a reasonably high value,(from the clubs own contacts and local industrial bodies),before resubmitting a revised application for a Global Grant.This is expected to take another 6 months.You may post a note as "financials being strengthened for resubmission".In the meanwhile the training programme,is being continued,in the present pattern.

We have built up a corpus in the club,for taking care of our contribution for the next 4 years.We have also redrawn the plan,with contributions coming from the parents of beneficiaries.

At the moment,we are checking out with District authorities.

We have been advised by TRF,that project funding ,in the form we sought it ,could not be complied with,as one major element of the project cost ,relateing to running expenses (including salaries and contractual payments on costs of training children--being the benificiers)can not be considered.This in spite of the project becoming fully self supporting,after the first four years.Hence this proposal is not being pursued.
