Yuvacik and Cubuk , two contiguous villages in the province of Inebolu,A City located in the north of Turkey on the Black Sea coast. Villagers living 3 kilometres away from the sea and longing for drinking water meet their needs through a line of plastic pipes from the fountain. While the number of people living in these two contiguous villages consist of 209 house together is approximately 850 in winter months, the population is over 19000 in the summer when the people who work out of the village turn bac. There are approximately 350 cattle in the village that make living from agriculture and animal husbandry need clena water. Water is life and Rotary will give life to this village. The pipeline will be HDPE pipes connected by direct welding method. This needs qualified workers.They will be provided by the contractor.

The phrase "pipelaying" includes :

a)purchasing the pipes

b)the money to be paid to a contractor for excavation, pipe installation labor, backfill and testing

The source is a natural spring on the slope of a hill outside the village. According to Turkish laws, any sort of water source in the rural areas belong to the nearest village. Therefore this spring belongs to the village. The water is analyzed by the Provincial Administration and it is naturally drinkable.

On the other hand the villagers are fetching water from a stream which is coming from the same spring.

In our country, the Governmental Administration of the Provinces are responsible for operation and maintenance (including important repairs) of water supply systems of villages. They have permenant staff and small budget for maintenance but they don't have budget for investment on new water supply systems. They purchase a small amount of pipes and valves etc. annually. This is sufficient for taking care of the break downs in the water supply systems of the villages. Unsafe drinking water is shown to lead to poverty through time spent by women and girls to fetch 'drinkable' water from long distances. The combination of unsafe water consumption and poor hygiene practices causes hardship due to resultant high costing treatments for water borne illnesses, decreased working days, and also contribute to lowering of educational achievement due to reduced school attendance by children.

As for the villagers, the village leadership and the Government have been involved in the assesment: The village people asked for the installation of a water transmission pipeline from the Provincial Administration. And they were directed to the local Rotary Club as well as some other NGOs.

The field surveying was paid by the villagers and design of the pipeline was paid by a businessman whose family is originated from the same village. The design was approved and signed by the Provincial Administration.

During installation, they will provide accommodation to the workers of the contractor. Also, they will provide materials and labor for the fountain in the village. They will provide the sand for the bedding of pipes. The Provincial administration will undertake the maintannence responsibility.
