2. What community needs have been identified? If the activity is a scholarship, enter "N/A".

The needs of the local community were identified by speaking with community leaders, parents, teachers as well as the principal of Wutan Elementary School. The students enrolled at Wutan Elementary School lag behind their peers in more urban areas in reading levels and academic achievement. There are 180 students in attendance at the school, most are from disadvantaged backgrounds consisting of single parent or skipped-generation homes. Most of the parents of the children in the community have a middle school education and a corresponding reading level, thus do not have the tools to improve their childrens' reading abilities.

The library is currently staffed with a librarian and receives periodic donations of Chinese language books. There is sufficient money in the budget to support staff and maintenance of the library, but not renovation.

Wutan Elementary School staff will participate in running the adult and children literacy program.

The teachers and principal of the school plan to conduct programs throughout the year in the library involving parents, grandparents, and the children. They would like to put on plays and activities to increase education regarding aspects of the local indigenous culture. These events will be open to the entire community around Wutan Elementary School and will promote the after school tutoring for students and weekend workshops for adults, as well as advertise the updated school facilities.

The benefiting community has displayed great enthusiasm for the activity.

2. Please describe how the activity(ies) will address the goal(s) of the area(s) or focus.

Wutan Elementary school's will open the library to all students during school hours. The current librarian who is paid by the school will continue to serve as the librarian and allow students to check out books as well as use the updated facility as a reading and study space. In addition, a group of 3 teachers led by the principal will institute a formal after-school tutoring program to assist students with their classroom assignments during the week. The group will identify those children who require the most assistance with their assignments and the principal and the teachers will select 30 of the neediest students. Furniture sufficient to seat all of the students will be purchased through this grant. In addition, one weekend a month the same group of teachers will hold adult-literacy sessions during which members of the community can use the library facilities.

Immediate outcomes will be increase in structured reading time. The long-term outcome is to improve literacy skills for both students at the school and adults by promoting literacy and providing a venue for reading.

2. Explain how all involved parties will act to ensure the sustainability of the activity(ies) and/or outcomes.

The school will collect data through surveys and questionnaires about the number of students who attend the afterschool sessions as well as adults who attend the literacy workshops. Rotarians will continue to monitor and communicate with the school to ensure continued use of the facilities by the school and community.
