The Rotary Club of San Diego-Paradise Valley medical mission team with the volunteer doctors, dentist, surgeons and nurses from the Philippines and the USA will provide medical, dental, surgical and optical services. The Philippine local Rotarians will assist in the crowd control, as interpreters, and giving out health instruction to the people.

Humanitarian Projects - Project Planning

Describe the community needs that your project will address.

Medical Mission in communities (sites) in the Philippines that have little access to medical and dental services or cannot afford available services.

Well Water Project in the community provides much needed clean water to an area that has limited access to this, walking miles to get access.

How did your project team identify these needs.

In the Philippines, access to quality healthcare is a major challenge for many rural and poor communities. Limited resources, lack of infrastructure, and geographic barriers make it difficult for these communities to receive the medical and dental care they need. Through local government and church communities we are able to communicate the needs for that community. The number of people that are getting sick and accessibility to medical facilities plays a huge role for the services we need to provide and prepare.The President Elect Father Roger Pingol and the medical mission team met with local communities who requested assistance for 2026 to identify these needs. A Philippine team of physicians and dentists partner with our medical mission teams to also determine needs and assist with implementation and service delivery in partnership with local public health officials and physicians/clinicians.

How were members of the benefiting community involved in finding solutions.

Our team and local community leaders assessed and identified the need and locations in the community where the services are needed for medical/dental/surgical and reading glasses.

How were community members involved in planning the project.

Prior to the medical, dental mission and water well projects, there is one year of planning, preparation, and fundraising to organize. Our club discusses any factors needed to propel our projects. We communicate with church organizations, local government, and other Philippine Rotary Clubs to discuss communities that need help. A couple of our club members often travel to meet with the organizers once we identify the community to do the project, we ensure and secure the the site. It is then reported back to our club to finalize the preparation, organized logistics and resources for the mission.

Our team collaborates and coordinates closely with the community government and leaders in which there will be medical mission sites and the water well provision. We work with local teams to assist in identifying the need in the community and selecting optimal locations/sites for delivery of services.

They provide site preparation such as local clinics, covered courts for the sites, set- up for the different services as required, such as tables, chairs, snacks, meals during the medical mission. They also provide local volunteers for crowd control as well as interpreters.

Provides educational programs for education and awareness about common health issues, such as hygiene, nutrition and disease prevention and promote healthier lifestyles.

How were these needs identified?

These needs were identified through focus groups and interviews, direct observation, communication with local leaders as described:

Limited community resources and limited funds to benefit from what is available

Geographical Barriers such as challenging physical access to healthcare

What incentives (for example, monetary compensation, awards, certification, or publicity), will you use, if any, to encourage community members to participate in the project?

The opportunity to provide medical/dental services to their community with very minimal or no cost to the community.

All the services to the beneficiaries are free. Well Water project is also free for the community.

There is some grass roots publicity for the collaborating community leaders as they disseminate information about the medical mission however most participate for the honor of providing this service to their community.

List any community members or community groups that will oversee the continuation of the project after grant-funded activities conclude.

Medical Mission. The beneficiaries will be followed up by the local clinics.

Budget

Will you purchase budget items from local vendors? Explain the process you used to select vendors.

Yes. For certain items, the club will purchase supplies, equipment, medicines, from the vendor with the lowest cost. Examples of these items include sutures, liquid medicines that we do not import from the U.S., medicines that are at much lower cost locally such as vitamins and pain relievers such as acetaminophen, and cough medicine.

Did you use competitive bidding to select vendors? If no, please explain.

Medicines, Medical, clinical and surgical supplies as well as equipments will be purchased from vendors with lowest published price.

Please provide an operating and maintenance plan for the equipment or materials you purchased for this project. This plan should include who will operate and maintain the equipment and how they will be trained.

The operating and maintenance plan for the medical mission sites is planned with local leaders as described and executed on the day of the medical mission in each community as services are delivered. Medical, dental, and minor surgical services are only performed by trained personnel. A Philippine team of physicians and dentists partner with our medical mission teams to also determine needs and assist with implementation and service delivery in partnership with local public health officials and physicians/clinicians.

The operating and maintenance plan for Water Well is the responsibility assigned to the local elected community official known as a barrio captain. The community local officials or designee will maintain the water well and also be responsible for repair parts.

Describe how community members will maintain the equipment after grant-funded activities conclude. Will replacement parts be available?

The local clinics physicians local government officials will be responsible and maintain the equipment for proper operation.

Yes. The equipment and parts are appropriate and conform to the community technology standards.

After the project is completed, who will own the items purchased by grant funds? No items may be owned by a Rotary district, club, or member.

The items will be owned by the community with responsibility assigned to the local elected community official known as a barrio captain. The medical mission supplies will be donated to the local clinics for the community to use.
