The goal of this project is to expand the sanitation facilities in Bugiri Municality of Uganda. In order to do this we will be building and providing a water source for 5 concrete septic toilets facilities. In addition adisposal lagoon will be built. In order to facilitate disposal of waste from these and other facilities a

cesspool truck and a garbage collection truck will be purchased.

This project builds upon the success of the original Toilets for Life project by building additional toilet facilities, expanding waste disposal capacity, and addressing issues with garbage in the community.

Why did you choose to partner with this organization and what will its role be?

Because ITT Africa is an indigenous institute with many partners locally and international (Bugiri local

governments, Busitema University located near ITT, and University of California Riverside). ITT Africa is

a result of Mothers' of Peace Rotary project that was funded by rotary funds in 2013. Mothers' of Peace

developed into ITT Africa so it is an institution known in the rotary world. ITT Africa successfully

partnered with the original Toilets for Life (T4Life) in 2023.

Being a technical school it has all the resources to coordinate the project activities and partners. It will

write reports to all partners hand in hand with Rotarians on the group. It will mobilize participants, train,

and sustain the project together with the local leadership and the community as a whole.

Describe the community needs that your project will address.

IMPROVING SANITATION AND HYGIENE IN BUGIRI MUNICIPALITY-UGANDA

Key Identified Problems and needs:

Lack of a sewage system in Bugiri Municipality.

Only three public pit latrines for a population of 45,650, one in the market of which is nearly full and broken down. 76% of the population lack access to safe drinking water and sanitation facilities.

High prevalence of waterborne diseases such as cholera and typhoid due to poor sanitation due to the construction and use of pit latrine that contaminates underground waters. The digging of pit latrines in the process the water table is penetrated and mixed with the near by water used for drinking and cooking and people end up getting sick.

Inadequate sanitation facilities in public places like markets, bus parks, and schools.

Overcrowded schools with inadequate toilets, contributing to high dropout rates, especially among girls.

No garbage management system, leading to contamination of water sources by human waste.

PRIMARY GOAL:

To improve sanitation, hygiene, and access to safe water in Bugiri Municipality by constructing septic toilets, emptying pit latrines, and providing hygiene education to the community.

PROJECT OBJECTIVE:

Improve access to safe sanitation facilities in schools, Health centers, and public places like markets, parks, truck parks, through the construction of septic toilets.

Reduce the incidence of waterborne diseases such as cholera and typhoid by improving hygiene practices and sanitation infrastructure.

Provide safe water access by implementing connection to tap water at all new constructed septic toilets in schools, health centers and public places.

Educate the community on hygiene and sanitation best practices to sustain the benefits of improved infrastructure.

Create job opportunities training sanitation workers and technical staff to maintain and manage the newly established sanitation systems.

PROPOSED INTERVENTIONS:

Construction of Septic Toilets:

Build septic toilets in critical areas: schools, hospitals/health centers, public places/markets, and transportation hubs (Taxi/bus and truck parks). Will focus on public spaces with high traffic to ensure equitable access to sanitation.

EMPTYING OF FILLED PIT LATRINES:

Provide services to empty filled pit latrines in schools, hospitals, markets, churches/mosques, and other public places to prevent overflow and contamination.

SAFE WATER INFRASTURE DEVELOPMENT:

Develop boreholes, and connection to water systems to provide clean drinking water to the Septic toilets sites.

TRAINING AND CAPACITY BUILDING:

Train local sanitation workers to maintain toilets, manage sanitation systems, and educate the community on hygiene practices.

Establish a team of trainers to ensure sustainable knowledge transfer within the community.

Hygiene Education Campaigns:

Conduct community-wide hygiene education campaigns to raise awareness of handwashing, safe water practices, and the importance of sanitation.

WASTE MANAGEMENT SYSTEM DEVELOPMET:

Establish a garbage management system and buy one garbage truck to collect garbage and reduce open garbage dumping, prevent contamination of water sources.

How did your project team identify these needs.

The team identified these needs after a community needs assessment.

How were members of the benefiting community involved in finding solutions.

They were part of the assessment team in which we used bottom to top and asset Mapping methods of

community mobilization, building, and solution finding.

How were community members involved in planning the project.

Through consultations, group meetings, questionnaires, and the following groups of people were engaged:

Head teachers of public schools, local counselors, religious Leaders, Pupils/Students in public and private

schools, market Vendors, Trailers Operators, taxi Drivers, Parents and Commercial Sex Workers.

Will you work in coordination with any related initiative in the community? If yes, briefly describe the other initiatives and how they relate to this project. If no, please explain. Are local initiatives not addressing these needs? Or, if they are, why did you decide not to work with them?

Yes, the project will work with government entities and other charity organizations local, national or

international in order to learn from each other and share resources where possible. Locally we shall work

with USAID, and other organizations. Additionally this is a continuation of a previous successfully

completed initiative (T4Life).

Please describe the training, community outreach, or educational programs this project will include.

Sanitation: Toilet Hygiene and Sanitation

- All participants will be instructed the importance of toilets, sanitation and hygiene, so that they may

advocate and promote it to the entire community. Toilet operation and maintenance, habit change, proper

use of toilets, hand-washing after using toilets, institutional fund allocation for sanitation and hygiene will

also be taught. The participants will be the need for user fee and ownership of the project.

Solid waste and garbage disposal:

- Teach proper techniques of proper waste and garbage disposal

-Common methods of waste disposal and management

- Method for dumping off waste

- Waste handling and transport

- Teaching how garbage and waste can be recycled

Drainage: The drivers, Turn boys and beneficiaries to know the drainage systems and how to work on

them while pumping out waste products.

-Basics about drainage and tools used.

-Residential and commercial drainage

How were these needs identified?

They were identified after a community needs assessment(see Community needs assessment report uploaded in the system)

What incentives (for example, monetary compensation, awards, certification, or publicity), will you use, if any, to encourage community members to participate in the project?

The cooperating organization and its partners (Busitema University through their community out reach

programs are planning to give certificates and education scholarships to best performing students and

schools in hygiene and sanitation). Local governments and politicians will also be credited for their

contribution by giving them certificates of appreciation. The cooperating organization and the local

government are working together to also identify international, and national organization to bring health

conferences to Bugiri and this will be an incentive for the people in form of motivation towards the

project. The project is also looking for partnership with MR. Toilet and all these plans and expenses are

not budgeted within the project funds but will be financed by the cooperating organization and the Bugiri

Municipal local government.

The cooperating organization (ITT Africa, Uganda), Bugiri Municipality, Rotary Club of Bugiri

Municipality, Rotary Club of Bugiri, and Inter-religious council of Uganda, Busitema University,

Integrated Science and education for African communities (ISEAC).

We used competitive bidding. We will buy local materials from local vendors but equipment will be

purchased from the capital city Kampala because are not sold locally.

The cooperating organization will maintain the equipment using the funds from the project as explained

in the maintenance and operational plan. Plus funds from local governments and schools' allocations.

If the grant will be used to purchase any equipment, will the equipment be culturally appropriate and conform to the community's technology standards? If yes, please explain. If no, describe how the project team will help community members adopt the technology.

Yes, the equipment will be compatible with culture and technology.

After the project is completed, who will own the items purchased by grant funds? No items may be owned by a Rotary district, club, or member.

The cooperating organization will own and sustain the project through generated incomes. This is a Phase

II of a previous Toilets for Life project in order to take what has been learned and expand it to a larger

area. The cooperating organization and the local government plans to turn waste into manure and

garbage to be recycled which will create employment for local youth and to help agriculture. This will be a

very big boost to the economy and health to the community.

Funding

Yes, there will be government and school funds allocated to the project starting in the second year of the

project. All beneficiaries will be contributing in the form of user fees. (see attachments MOUs with
