Tell us a little about your project. What are the main objectives of the project, and who will benefit from it?

The main objectives of the project is to improve the Water, sanitation and Hygiene conditions of the school and Market by providing more toilet rooms and constant water supply and create a healthier learning and business environment for the school and market, respectively. This will be achieved by providing the School and the market each with 1No. six - room toilet block, 1No. solar powered 2.5HP submersible pump, 3.5Kva inverter system with Lithium batteries, 2,000 litres of plastic tank storage facility and 1No. Steel tank stand to help improve the sanitation and hygiene challenges in the school and market, protect the female students and traders from incessant infections and illness, lead to improved menstrual hygiene for the female students and traders, and save both the parents and traders the money used for medical treatment of their sick female children and themselves. Above all, it will create a long time impact and be a major public image milestone for Rotary amongst the beneficiaries (Students and Teachers in the School and the traders and their customers) and residents in the benefitting communities.

There is acute shortage of toilet facilities for Students and Teachers of (i) Community secondary School Rumunduru in Obio – Akpor Local government Area and (ii) Traders and their customers at Abuloma Community main market in Port Harcourt Local Government Area of Rivers State. Community Secondary School Rumunduru has a student population of about 1,500 and a female to male ratio of 60% to 40% while the Abuloma main market has about 1,000 stalls occupied by mostly female traders. Community Secondary School Rumunduru has 4 toilet rooms (one each for all female students, female teachers, male students and male teachers respectively). This current situation is in sharp contrast with the technical guidelines for construction of institutional and public toilets (published by WaterAid) which specifies that one toilet shall be provided for 25 female Secondary School students (with or without urinals) and one per 50 males if urinals provided. This is quite unhealthy and hence forcing many students to make use of adjoining bushes to help themselves when they feel pressed.

Similarly , Abuloma Community main market has just one toilet room for more than 1,000 traders, which is contrary to the specifications of five toilets and five wash basins for 76 – 100 people in a mixed – use environment like a market

The direct beneficiaries of this project are about 1,500 students of the Community Secondary school Rumunduru, their parents and teachers. Also, the proposed WASH facility at the Abuloma Community main market will benefit about 1,000 traders, their customers and the entire Community.

The host club will deliver the project by (1) Managing the planning, execution, supervision of the field works, (ii) Source for the Vendors through competitive bid process, (iii) Ensure there is no conflict of interest in the execution team, (iv) develop adequate maintenance plan for the facilities and ensure proper training of responsible students, teachers, traders and Community youths on the maintenance plan, (v) Work with Parents’ Teachers Associations of Community Secondary School Rumunduru and the Abuloma main market Association/Community Youth Association to ensure adequate and feasible sustainability plan for the project, (vi) maintain a dedicated bank account for the project, receive and manage the grant funds in a transparent and auditable manner

Humanitarian Projects - Project Planning

Describe the community needs that your project will address.

There is acute shortage of toilet facilities for Students and Teachers of (i) Community secondary School Rumunduru - 1,500 students and 40 teachers. It is in Obio/Akpor Local Government Area of Rivers State. The female to male ratio in the school is about 60% to 40%, and (ii) Abuloma Community main market – about 1,000 stalls. This project will help improve the sanitation and hygiene challenges in the school and market, lead to improved menstrual hygiene for the female students and traders and save the traders and parents the money used for medical treatment of infections for their female children. The Principal of the Community secondary School and the Abuloma Youth Association and Traders’ Association have committed to proper use and maintenance of the facilities when Rotary hands over to them.

How did your project team identify these needs.

The NEEDS were identified through interaction with the parents of the students in the Community Secondaty School and a visit to the Abuloma Community and interaction with their Community youth Association. The Teachers and Traders independently expressed frustration about the unhygienic conditions which made our project team to visit the School and market for on the spot assessment. We interacted with both the students, teachers and principal of the school and the traders in the market and confirmed that the NEEDS require our intervention.

How were members of the benefiting community involved in finding solutions.

We held focused discussions with the Principals and students of Community secondary School Rumunduru, and the Community youth Association and some traders in the Abuloma main market. The Principal agreed to provide and also showed us a parcel of land inside the School Compound where the Toilet facility can be built. The students pledged that they will ensure good usage of the toilets.

The Abuloma Community Youth Association showed us a piece of land inside the Market where the Toilet scan be constructed and also assured that they will work with the Market association to ensure proper usage and maintenance of the facility upon handover by Rotary.

How were community members involved in planning the project.

We held meetings with the School Principal and teachers of Community secondary school Rumunduru and the Abuloma Youth association/ market association. They requested that we construct additional six toilet rooms for them and provide solar powered submersible pumps and additional water storage capacity

We shall work closely with the Principal and the Parents Teachers Association of Community Secondary School Rumunduru, and the Abuloma Community Youth Association and Abuloma main Market Association in the delivery of the projects. They have not been able to address the Needs due to limited economic power of the Communities who are mostly farmers and fishermen. Also, the Traditional institutions and the Community youths will be involved to ensure hitch free operations by the execution vendors.

Some teachers and students of Community Secondary School Rumunduru and traders and youths from Abuloma Community, will be trained on how to manage and maintain the installed equipment (Water system toilets, Solar panels and inverter systems)

How were these needs identified?

The Needs were identified through interaction with parents of the Students, and Abuloma Youth Association, in addition to on the spot assessment at the school and market respectively.

What incentives (for example, monetary compensation, awards, certification, or publicity), will you use, if any, to encourage community members to participate in the project?

Not Applicable. The students and teachers of the School as well as the youths and traders in the market are in dire need of the facilities and will willingly participate and support the delivery of the project

The Principal and Students, Parents Teachers Association, Community youths, the Community Development Committee members and the Traders Association will ensure the projects are not vandalized.

All items shall be purchased locally. Vendors shall be selected through advertisement on the Club platform but club members shall not be considered in the bid process

Some students and teachers of the school and the Abuloma youths and traders will be trained on the use of the Inverter system and solar panels. The Parents’ Teachers Association (PTA) of the school and the Abuloma main market Association will help to provide required funds for any maintenance activities. Replacement parts will be available in the local market

The use of inverters and solar panels are gradually becoming popular in the Communities. So, the operations and maintenance personnel can easily be sought from the Communities
