1. Describe the benefiting community including its location, using any relevant geographic and demographic information (Please be as specific as possible). Sekusilezulu Pre-School Sanitation project is provided funding for its operations from the Department of Social Development in the Province of Kwazulu-Natal Early Childhood Development (ECD) division. There are in total 1,881 ECD Centres that receive funding from the Department. The number of children accessing registered Early Childhood Development services was 86,309. The Sekusilezulu Pre-School is directly supported by the Local Municipality, Umhlathuze, where 88% of the community live under the poverty line. The majority of rural settlements are located within Tribal Authority areas. The City of uMhlathuze had an estimated 70,031 households and a total population of about 333,860. Sekusilezulu Pre-School is located in the Mzingazi Agri Village, just north 5km from Richard Bay's norther suburb Meerensee. Mzingazi Agri Village gas 570 households in its geographic area. 77% of the total dwellings are of formal type, with 15% being traditional type, and 8% informal type. The annual household income in the eNseleni rural area is the lowest as over 40% of all households have no income. 27% of households in Mzingazi Village earn no income. A large portion of the households in these areas earn between R4 801 and R38 400 per annum. On average, the income distribution between households in Mzingazi Village is between the R4 801 and R76 800 income brackets. The unemployment level in the area is high at 41% in comparison to world standards. 53.2% of all households have a flush or chemical toilet on the premises. The majority of rural settlements are located within Tribal Authority areas. 2. What community needs have been identified? If the activity is a scholarship, enter "N/A". The community run Sekusilezulu Pre-School was surveyed by the Richards Bay Rotary Club; the highest priority needs was for an operating and safe sanitation system for the children and staff, the next highest priority was for artificial lighting in the classrooms, next priority was for ceiling fans in the classrooms to deal with the hot summer months and the next highest priority was for improving the building amenity with painting and lowest priority was for improved play equipment. 3. How are these needs currently being addressed with local resources and/or government agencies, NGOs, etc.? If the activity is a scholarship, enter "N/A". The community run Sekusilezulu Pre-School comes under the control of the City of uMhlathuze which is funded by the Province of Kwazulu-Natal Department’s Social Development, Early Childhood Development. The preschool is provided R70,000 or less than US$5,000 per annum in funds so cover staff and running costs. The department also pays the Sekusilezulu Pre-School's electricity account. In the latest 5-year integrated planning report from the Local Municipality, Umhlathuze, which identifies no funding for Sekusilezulu Pre-School for any improvements. There are no NGOs or local resources supporting the Sekusilezulu Pre-School. 1. Summarize the proposed activity(ies) in 250 words or less, including the need it will address, the intended beneficiary(ies), and the potential benefits to the community. The key benefits that will flow to the community from the proposed sanitation project are dignity for students and staff, improved health outcomes and improved educational outcomes. Currently the 76 children, all under five years of age. They are all required to use a dangerous and unsanitary "long drop" uncovered pit toilets which provides them no privacy or fall protection. They are out in the open which are unsafe and unhealthy for children. The existing pit toilets are in the open air and facing a main road. Children using the pit toilets are exposed to passers-bys and are most are unwilling to use toilets even when needed. There are currently only two "long drop" toilets available for 76 children and 12 staff members. The Rotary Club of Richards Bay proposes to build a toilet facility which will allow girls to have four private toilet stalls; boys to have three urinals and one toilet; and staff members will have a toilet for each gender. A critical infrastructure for this poor community. 2. Please list any cooperating organization(s) or university(ies) involved in the proposed activity(ies). Rotary Club of Richards Bay is co-operating with Ensight Energy Solutions to design the water and energy solutions. The toilets have been designed by Read, Swatman & Voigt Consulting Engineers. There are no universities involved with this project. 3. Describe how the benefiting community will be involved in the activity(ies) (Provide specific examples). If the activity is a scholarship, enter "N/A". The benefiting communities will be involved in the Sekusilezulu Pre-School Sanitation project through participating in sanitation education. The teachers have agreed to teach the sanitation curriculum to the children each term. The parents of the children in the benefiting communities will volunteer their time to assist in clean-up and final painting of the toilet facility. The key stakeholders, staff and parents, will also be involved with site remediation after the works have been completed. 4. Has the benefiting community(ies) confirmed that it would like the activity(ies) to take place? Yes, the Principal of the Pre-School is fully supportive and very excited about the projects of having the Pre-School’s highest priority needs met. Arthur has provided drawings and the scope of the the proposed scope of the proposed project to the Pre-School Principal. 5. Proposed Start Date: 1-JUN-2016 6. 2. Please describe how the activity(ies) will address the goal(s) of the area(s) or focus. The key activities will be explained in turn; (1) provision of segregated male and female toilet block, with a sewerage treatment system and water supply will deliver privacy, heigene and protection from a physical fall into a toilet. The proposed design includes separate facilities for boys and girls. Girls are provided with 4 toilets and female staff 1 toilet. Boys are provided with 3 toilets, A water supply will also be established to allow the flushing of the toilets and septic tank and drainage pipes. (2) provision of health and sanitation curriculum and training in its use for the teachers, will empower the children to take care of their personal hygiene (3) Electric lights will be installed in the toilets and the crèche rooms, as well as ceiling fans to address discomfort during summer will address learning outcomes through improved concentration spans and longer periods of focus. 1. What will be the immediate and long-term outcomes of the activity(ies). The key activities will be explained in turn; (1) deliver privacy, hygiene and protection from a physical fall into a toilet. (2) empowerment of the children and in the longer term, the community to take care of their personal hygiene (3) improved educational outcomes and higher performing students with higher grades and improved retention rates. 2. Sekusilezulu Pre-School Leaders will Sekusilezulu Pre-School Community will maintain the facility, to include Local Municipality, Umhlathuze will pay for the additional electricity costs of the project.
