Project Description

Country: USA

Location: Kodiak, Alaska

Total Budget: $4,500

Area of Focus: Economic and community development

Activity Type: Community Development: General

Summary: Kodiak, Alaska USA Parks & Rec path and benches: 1st focus; Soccer team, Senior citizens, Special Olympics; 2nd focus; all park users

NEEDS

Benches for bocce court that has frequent use by Special Olympics participants and Kodiak senior citizens as well as other people. Benches will make use of the court more comfortable and encourage more interaction between these groups.

City paths are a link towards completing Near Island trail system. Path construction work helps fund the Kodiak High School soccer team. In Kodiak's diverse population, approximately 80% of the soccer team members initially have no other school activities, but soccer leads them further into community participation.

Furthermore, parks (including bocce court) and trails are an important component of Kodiak recreation.

COMMUNITY CHARACTERISTICS THAT MOTIVATE NEEDS

Key components of Kodiak are commercial fishing, US Coast Guard, tourism, and activities that are related to those components. Because of the fishing and fish processing industry, the population is ethnically and economically diverse. Kodiak's diverse and inclusive population has high participation in outdoor activities and therefore accessible trails and parks benefit many.

Kodiak is remarkable for its interaction among all its citizens who include among its groups senior citizens, outdoor enthusiasts, developmentally disabled, different economic strata, and different ethnicities. Parks & Recreation activities and school athletic activities are important for encouraging inclusiveness.

HOW NEEDS WILL BE MET

Kodiak's two Rotary clubs will collaborate on this project with the Tuesday Noon club providing the administrative lead. Most significant, the project is a collaboration among a number of organizations in Kodiak:

Kodiak City Dept of Parks & Recreation http://www.city.kodiak.ak.us/parksrec;

Kodiak Island Trails Network http://www.islandtrails.org/;

Kodiak High School soccer team https://www.kibsd.org/domain/124;

Kodiak Special Olympics http://specialolympicsalaska.org/kodiak/;

Senior Citizens of Kodiak http://kodiakseniorcenter.org/services/index.html.

Kodiak Parks & Recreation Department will procure and lead the installation of four benches at the Baranoff Park bocce court which was created through the efforts of Kodiak Special Olympics. Frequent users of the court are Special Olympics participants and Senior Citizens. These users in particular need a place to sit, and the benches foster interaction among users that is valued by Kodiak people.

The Kodiak Parks & Recreation Department has responsibility for specific paths on Near Island. These are key components of a larger trails system. Construction of this component will be administered by Island Trails Network with construction performed by the Kodiak High School soccer team and their coach (who comes from the US Coast Guard).

TIME LINE

Work will be performed and completed during the summer months of 2017, following the 01 July start of the Rotary year.

WHAT FUNDS WILL BE USED FOR

The funds totaling $6,000 comprised of $1,500 from Kodiak Tuesday Noon club, $1,500 from Kodiak Wednesday Morning club, and $3,000 from District 5010 matching will be used for this Kodiak Parks & Recreation project.

Funds will be used to procure four benches estimated at $500 each for the bocce court.

The soccer team will use payment they receive for path construction work to pay for approximately 22% of the team's fund raising needs for their off-island game travel (Kodiak athletic teams incur costs of travel to the mainland for league games).

The benches and path are conflated as a single project for the District Grant because it allows the two collaborating Kodiak Rotary clubs to optimize the expenditure of funds during execution.

(The Parks & Rec Department provides ongoing assistance to Rotary's previous projects, more specifically Rotary Park.)

HOW CLUB MEMBERS WILL BE INVOLVED

Rotary members are first responsible for the oversight of funds spent and assurance that work is completed.

Rotary club members are on the board of directors of Island Trails Network.

Rotarians will be responsible for signs and publicity.

Rotary members will participate in work parties.

Kodiak Rotary has an ongoing theme for the development of recreational projects which have ongoing maintenance responsibilities (Rotary Park on Near Island; Overlook's benches, undergrowth, and telescopes at Deadman Curve; Mill Bay Beach park features) that require collaboration among Rotary and stakeholders.

Rotary's involvement in this project (now being applied for), and the project now completing for the current Rotary year, have contributed to other organizations coming forward to similarly collaborate with Island Trails Network.

Important to note are Kodiak Rotary's strategic theme for projects that collaborate with other organizations and therefore leverage the projects going forward. Describing this theme by examples:

Kodiak Rotary ca 2000, was the lead club in a District Matching Grant project for a Cambodian hospital that consequently is a major success with many international Rotary clubs and other organizations participating. More recently Kodiak Rotary's projects focus is local outdoor recreation. These local projects have evolved to be collaborative with others (Alaska State Parks, Kodiak High School welding class, Kodiak High School track team, Island Trails Network). The project in this application continues the theme of collaboration that leverages results.

Addendum to Project Description (added after the project was signed)

Due to the cancellation of a 2017-2018 grant by another club, the district grants committee voted to allocate $1,500 for P-1573. The total amount of DDF allocated for this project is $3,000.
