Learning Nursing to Heal a Community.
SOME KEY FACTS ABOUT NURSES:
• Nurses play a critical role in health promotion, disease prevention and delivering primary and community care. They provide care in emergency settings and will be key to the achievement of universal health coverage.
• Nurses are often the first and sometimes the only health professional that people see and the quality of their initial assessment, care and treatment is vital. They are also part of their local community - sharing its culture, strengths and vulnerabilities - and can shape and deliver effective interventions to meet the needs of patients, families and communities.
• Investing in nurses and midwives is good value for money. The report of the "UN High Level Commission on Health Employment and Economic Growth" concluded that investments in education and job creation in the health and social sectors result in a triple return of improved health outcomes, global health security, and inclusive economic growth.
PROBLEM DEFINITION:
a) The World:
There is a global shortage of health workers, in particular nurses and midwives, who represent more than 50% of the current shortage in health workers.
A minimum threshold of 2.3 doctors, nurses and midwives per 1000 population that was established by WHO as necessary to deliver essential health services.
b) Mexico:
According to the WHO 2018 World Health Statistics, Mexico had a Density of nursing and midwifery personnel (per 1000 population) of 2.6.

c) Cd. Juarez, Chihuahua:
According to the 2018 report "ASI ESTAMOS JUAREZ - Sistema de indicadores de calidad de vida":
- Total population = 1,428,508.
- Total medical personnel = 1,216.
Hence the Density of nursing and midwifery personnel (per 1000 population) is 0.85.

Project description:
a) Target community: Cd. Juárez Chihuahua, México.
b) Objectives overview:
- A total of 25 single-mother-households will be provided with a full scholarship tuition to study a three-year nursing program in the FEMAP School of Nursing.
- To increase the density of health personnel in the community.
c) Strategic partner: FEMAP (Salud y Desarrollo Comunitario de Cd. Juarez, A.C.).
d) Sustainability: Once the program is done, the beneficiaries will have a nursing career that will provide a sustainable income to their families.
PROJECT TIMING & BUDGET:
A total of 6 semester courses starting on January 2019, and ending on December 2021.
The total budget needed to cover both tuition and enrollment is $35,670.00 USD.

The Global Grant - GG1417814 was successfully completed back in 2017, and now represents a solid foundation to develop new versions of this great project.

Question #1:
The project description mentions that a total budget of $35,670 USD is required to provide a full scholarship tuition for 25 single-mother-households to study a three-year nursing program.
What exactly does that mean:
• One nurse learns to handle 25 households?
• Or, 25 nurses get 3 years tuition for a total of $35,000? As written i believe you mean tuition is $35670/25 households/3 years=$476 student per year. Highly unlikely.
• Or something else?
Answer #1:
We will select a total of 25 single mothers and pay a full scholarship tuition to each one of them to study a three-year nursing program. These 25 single mothers (households) will become nurses.
Attached in the "Project Supporting Documents" section is a presentation that includes the project's timing and budget. Each line item has an amount calculated for 25 students. This is the explanation on where the total amount of $35,670.00 USD needed to fund this project comes from.
Question #2:
Under the "Sustainability" section you state "beneficiaries will have nursing careers that will provide sustainable income to their families." I believe Rotary International requires a more specific follow-up program, both during training and then after they come back to the community and as planned. As currently written, it looks like the foxes (nurses) are in charge of the hen house (themselves), and get no addition guidance, assistance, or audit of any type.

Education itself is sustainable over time. What the project will do is to provide education to these 25 single mothers, so they will have a profession which will ensure a better income for their families. The FEMAP organization will keep a pretty close follow up to each student throughout the program and as they graduate, it will help them to find/get a job. This support received by the students after their graduation will ensure that the project's sustainability is met.
As stated in the presentation, our club has an extensive experience working with Global Grants. The Global Grant GG1417814 was successfully completed back in 2017, and now represents a solid foundation for this great project.
Question #3:
The total amount needed at this time (today) shows $12,447 on matching grants.org. How does that give with the $6000 you show coming through us from Caster? Please update the matching grant.org site, or we must recommend against approval at this time, despite any explanations you may offer outside the site.
Answer# 3:
When I included in the website only the amounts provided by my Club $2,000 USD (cash) + $7,000 USD (DDF), the website was calculating the amount needed (in cash) to fully fund the project. This is where the amount of $12,447 USD came from. Attached in the "Project Supporting Documents" section is the Global Grant Calculator G-1766. This Excel spread sheet explains the scenario in which your Club's potential contribution would fully fund the project.
Also as an example, I did modified the G-1766 financing section and added as simulation your contribution of $6,000 USD (cash) + $6,000 USD (DDF) and the result is a perfect match to the $38,000 USD we have in the Grant Calculator. I have included both the picture of the simulation at the matchinggrants.org and the Grant Calculator file so you can corroborate the information.
Question #4:
The cost for nursing school seems incredibly low, at about $450 per year per student. Why so cheap?

FEMAP ( Salud y Desarrollo Comunitario de Cd. Juárez A.C.) is an organization with the objective to improve the quality of life for those living in poverty.
The FEMAP has within its organization a nursing school, and as part of the strategy, the FEMAP's nursing school lowers the tuition costs so people with low income can have access to the nursing education.

The FEMAP will help to select the students and will keep track on their progress throughout the 3-year program. The tracking includes surveys and adviser's office.

Once the students have completed the 3-year program, the FEMAP offers them a job opportunity at either the "Hospital de la Familia" or "La Clínica de la Familia". These two hospitals are part of the FEMAP organization. See the link below:
