Section B: Community Needs

1. Describe the benefiting community including its location, using any relevant geographic and demographic information (Please be as specific as possible). If the activity is a scholarship, enter "N/A".

The beneficiaries are in two groups according to locations. The groups are namely urban residents in Mityana Municipality and selected rural school communities (children and teachers and parents) found in both Mityana and Mubende Districts.

2. What community needs have been identified? If the activity is a scholarship, enter "N/A".

The Municipality lacks means of emptying filled septic tanks – (has no cesspool emptier) and has no properly functioning public toilets. And these two compromise sanitation levels.

Un-availability of sanitary ware or our rural adolescent children in primary schools increasing school dropout levels.

Scarcity of water for hygiene (hand-washing and menstrual management).

Exposure of children to lightning strikes during thunder storms.

Un-affordable power costs.

There is also general lack of sanitation / hygiene information / sensitization in both the schools and adult communities.

3. How are these needs currently being addressed with local resources and/or government agencies, NGOs, etc.? If the activity is a scholarship, enter "N/A".

Currently emptying of the now increasing number of septic tanks, is done by hiring private operators based in Kampala (Uganda’s capital city – 70 kilometres distance) at costs which not very affordable (prohibitive).

Public has resorted to use of improvised private toilet facilities and open disposal in green areas since the public facilities broke down and closed.

There is no set commitment to provision of sanitary issues to these rural school children. Each family just improvises or the children are forced to just stay out of school or even eventually drop out.

Classroom blocks were constructed and no provisions for water harvesting were made. Children have had to collect water from distant water sources wasting study time.

There is no lightning protection at these school structures. These schools cannot afford these items / installations.

These schools have no power (electricity). It is very expensive for both installation and running bill settlements.

Children cannot study late in the evening and school property is not safe at night

Section C: Activity Description

1. Summarize the proposed activity(ies) in 250 words or less, including the need it will address, the intended beneficiary(ies), and the potential benefits to the community.

In the first part of this project we are supplying sanitation services and using them (funds accruing from) to provide / solve sanitary pads to some of our identified school pupils.

A cesspool emptier will be purchased and operated under an arrangement whereby the user will have to pay an affordable fee. This will (after operational costs are deducted) be banked on a bank account which will cater for purchase of sanitary issues.

An assessment of the state of public toilets has been carried out. A contractor to overhaul these structures will be secured. When these are rehabilitated, an operator / overseer will engaged to operator these services. The public as usual will contribute a nominal fee for use of these facilities. This as above, (after operational costs are deducted) be banked on a bank account which will cater for purchase of sanitary issues.

Water storage tanks and other rain water harvesting goods will be secured and installed at identified schools with hand-washing stations.

A supplier for lightning arrestors will be secured and guided to the schools to get these installed.

Lightning arrestors will be secured to identified buildings giving maximum protection. The schools will therefore become safe to the children since the lightning threat will have been removed. School enrollment will rise since parents will now feel that their children will be safe at school.

Solar power sets will be secured and installed to identified buildings / schools.

Sensitization is required for all these activities and will be an integral part in all these operations.

2. Please list any cooperating organization(s) or university(ies) involved in the proposed activity(ies).

We are working with Mityana Municipality (which has a sewage handling / treatment facility), School management Committee and local area (village) administrators.

3. Describe how the benefiting community will be involved in the activity(ies) (Provide specific examples). If the activity is a scholarship, enter "N/A".

Through working with Mityana Municipality, the community will be sensitized about the availability of the septic tank emptying and rehabilitated toilet services. They will then use these services directly at a nominal fee.

The contractors for the rehabilitation works will be encouraged as much as possible to employ locally available labourers.

Health and sanitation trainings will be attended by the community both school children and elders.

The communities are also supposed to protect items during and after installation especially at the schools.

The school management will also be charged with management / distribution of sanitary wares.

4. Has the benefiting community(ies) confirmed that it would like the activity(ies) to take place?

Yes. We have had interactions with the communities and they have expressed their desires for such services.

The school management teams are also very anxious to have these facilities. They will be entering memoranda of understanding for the project.

The Municipality is willing to even enter a memorandum of understanding for running the facilities.

5. Proposed Start Date: 30-JUN-2016

6. Proposed Completion Date: 10-OCT-2016

Prevention of disease will be through health sensitization trainings, provision of cesspool emptier and public toilets will reduce disease occurrence as better sewage disposal is availed.

Water and sanitation will be addressed through water harvesting, hygiene sensitization and hand-washing facilities plus supply of purchased sanitary pads.

Protected school facilities as well as supply of sanitary pads will encourage and improve school attendance and thereby contribute positively to Basic Education and Literacy. Provision of solar power will help children study lat into the evening hours furthering education and literacy. Presence of lighting adds to security of school property.

Section E: Project Outcomes

1. What will be the immediate and long-term outcomes of the activity(ies).

There will be an immediate improvement in sewage management (filled septic tanks to reduce), as people will be encouraged to empty their toilets professionally. Random / open defecation in town will reduce with the public toilets. Health standards will in the long time be greatly improved.

There will be an immediate creation of a fund for the supply of sanitary ware for girls. Overall menstrual related school drop will reduce as the pads become increasingly availed.

The schools protected by lightning arrestors will be instantly and permanently safe.

Behavioral change will take place as hand-washing is embraced. This change will in the long term translate into elimination on hygiene related diseases.

Children will be able to study late into the evening raising standard of performance.

2. Explain how all involved parties will act to ensure the sustainability of the activity(ies) and/or outcomes.

Mityana Rotary club will sign memoranda of understanding with first of all the Municipality to ensure proper running and maintenance of toilet facilities and cesspool emptier (servicing).
