The project fulcrum is BUDEI Education Centre which is located in Buwashi East village, Buwali Parish, Buwali Sub-county in Bududa District in Eastern Uganda.

BUDEI Education Centre is a Community school established by Bududa Disabled Peoples Empowerment Initiative (BUDEI) in Bududa District, with the main objective of empowerment and social transformation through quality education of Children with Disabilities and non-disabled children from “impoverished” backgrounds.

The School that is located about 41 kilometers from Mbale Town (Mbale is about 225 Kilometers from Kampala), began as a community-based organisation and launched its education program in February 2015 with classes from Nursery to Primary Five–level.

As at April 2016, the Centre had 172 pupils from economically disadvantaged communities within Bududa, and 32 of these children are disabled.

The broader catchment area is Bududa district that is comprised of 16 sub counties, with a population of over 210,000 people in 2014, a sex ratio (number of males per 100 females) of 101.4; a population density of 662 persons per square kilometer compared to a national population density of 173 persons per square kilometer.

Buwali Sub County in particular had a population of about 6,367 in 2014 with about 3,575 belonging to the primary school going age of 0-17 years, according to the Uganda Population and Housing Census 2014 final report.

In terms of poverty indicators, Only 28 out of 1273 households (equivalent to 2 percent) in Buwali Sub County, and only 4.2 percent of households in Bududa district as a whole, use electricity as main source for lighting, compared to the national figure of 20 percent in 2014.

13.1 percent and 13 percent of households had less than two meals a day in Buwali Sub County and Bududa district, respectively, compared to the national average of 11.8 percent as estimated in 2014 by the Uganda Bureau of Statistics.

88.2 percent and 88.5 percent of households in buwali Sub County and Bududa district, respectively, depend on subsistence farming as the main source of livelihood, which means the bulk of the People with disabilities that cannot dig are unemployed.

About 33 percent and 14.2 percent of persons aged 2 years and above in Buwali Sub County and Bududa district, respectively, were counted as people with disabilities; compared to 6 percent for Kampala Capital City and national prevalence rate of about 12.4 percent, in 2014[].

In Uganda, only 10 percent of children with disabilities access specialised schools (UNICEF, 2012 Annual Report), while only 5 percent of the children with disabilities are able to access education within an inclusive setting of the regular schools according to Uganda’s National Development Plan (NDP), 2010/11-2014/15.
