6.6% of Juneau's population is deemed illiterate, meaning they cannot even function at a "level 1" literacy level. The school district will identify in the fall the number of students entering the third grade who are not at grade level. Students who cannot read at the third grade level by the time they complete third grade generally struggle with school the rest of their time in the district. In order to raise graduation rates, lower crime, increase success in students and adults, a several pronged approach will form a citywide campaign of multiple partners to increase literacy among all ages, all sectors.
1. Starting in September, Rotarians will receive training from the Juneau School District on how to work with underperforming students in literacy.
In October, Rotarians will be matched with third grade students who have been identified as not up to grade level in reading by the school district. Rotarians will read to the students 1/2 hour twice a week in the classroom. This will continue until the end of the school year in May. They may "buddy up" meaning two Rotarians can adopt one student and take turns, the critical piece is to make sure the commitment for reading time is there throughout the year.
2. Funding will be used to provide books to low-income students which will be distributed through reading nights with parents in low income housing; Rotarians will participate in at least four of these early evening events.
Dolly Parton Imagination Library book registration, coupons for free books from the Friends of the Library bookstore and other promotional material such as posters, a banner in the public library, buttons and advertisements will bring awareness and participation, as well as highlight Rotary's role in the movement to expand literacy.
3. Some funding will be reserved for a end of the year celebration of readers and students in May
