Areas of Focus: Disease prevention and treatment, Maternal and child health, Community economic development
The Mexican Foundation of Neurologia Pediátrica Angel A. C. (FUMENEP) is dedicated to the treatment of children with neurologic disorders such as Down's syndrome, motor, attention, learning and behavioral disorders, disorders affecting about 5% of the population.
7'000 children from 14 states are under treatment, of which 1'000 orphans and abandoned.
The average treatment is 4 years.
65% of the 7'000 children are from poor and jobless families, unable to face treatment costs.
The Foundation is starting to help these families with hydroponic structures producing tomatoes.
Tomatoes for medicines.
.
We want to help this extraordinary Foundation with:
missing medical equipment, electroencephalograph, electromyograph and consumables,
hydroponic structures for social co-inversion with the poor families.
.
___
The FUMENEP is working at four levels;
• Prevention,
• Treatment,
• Research,
• Social responsibility.
___
PREVENTION - The FUMENEP produced programs for neurological disorder prevention in schools for future parents, encompassing sexual health, birth control and family planning, disease prevention AIDS, HPV, promotion of breastfeeding, with the objective of reducing morbidity of children under 5 year old.
___
TREATMENT - The FUMENEP is committed to children & adolescents treatment, with a very high level of expertise and impressive results.
___
RESEARCH - The FUMENEP is conducting research for improving treatments, provides results to neurologists' associations and trainings plus models for doctors and medical institutions.
___
SOCIALLY RESPONSIBLE - The FUMENEP developed a financial model allowing parents with low resources to participate in the treatment cost and to earn money for themselves through production of tomatoes in hydroponic structures.
As the majority of the parents have low or no resources, the objective is to uses these structures for financing medicines, helping families without job and resources, financing equipment and programs.
Parents of the children and the Rotary is participating in this effort.
In other words, be auto-sufficient to prevent, treat and perform research in a low income context.
.
MEDICAL EQUIPMENT
The objective is to provide the FUMENEP with a mobil electroencephalograph and a mobil electromyograph that will permit more accurate diagnostics for ALL patients at low or no cost.
The number of EEG exams is estimated between 10 and 15 daily, or between 200 and 300 monthly.
These are refurbished equipment coming from USA.
.
HYDROPONIC STRUCTURES
The objective is to provide the FUMENEP with structures allowing to support the treatment costs for the poor families. These families can participate in production and distribution of the products.
The Foundation did a test with a first structure made of bamboo and the result is excellent in comparison with traditional metallic structures ; reduced cost, increased life, environment friendly.
These structures are built locally with local resources, thanks to an excellent engineer.
.
BUDGET
USD 125'000, half for the medical equipment, half for the hydroponic structures.
.
NB - This Global Grant is made of 2 original projects, G716 and G730, grouped on the demand of the main project participant, for the beauty of the combination.

12-Jan-2y016, acquisition of the Hydroponic Growing Structure (HGS) parts before more Mexican price increase.
03-Jun-2016, delivery in Naucalpan, State of Mexico, of the two machines, electroencephalograph and electromyograph, bought in USA.
Installation of the HGS in Atlixco, State of Puebla:
- January 2016: preparation of thr field.
- April 2016: finalization of the irrigation part.
- Julay 2016: bamboos (ocotates) cut, prepared and in place.
Based on a strong weather experience on a first similar structure, it appears that the HGS required reinforcement. For the safety of the project, the team agreed to increase the budget of the HGS and to reduce accordingly the budget for the Consumables, in the respect of the overall budget.

PROJECT OBJECTIVE
Unchanged, but the scope of the FUMENEP increasing, thanks to:
- hydroponic, initiating an increase of cultivated areas.
- medical equipment allowing exams for families without resources, attracting laboratories participating in this humanitarian
17-Oct-19
by Jean Villeval
Equipment (EEG, EMG) have been bought, delivered & maintained for over 2 1/2 years. The equipment is used on 10% of the children, at no cost. Fumenep is averaging 135 new patients monthly, and the equipment has been used well over 300 times.
The hydroponic was up & running by fall 2017. Rotary budget was fully spent and documented. Cost overruns were funded by Dr. Jasso.
After initial success growing tomatoes, environmental factors (water access, hurricane that destroyed part of plastic roof and structure, a blight that impacted the tomato crops) and economical factors like new US tariffs that impacted the prices of vegetable across Mexico, make the hydroponic not profitable.
Equipment to be used in other location for production of flowers.
Final report in preparation.
