Summary: The K-10 Education for the Indigenous Population of Quebrada, Sal (Salt Creek) Panama


The Ministry of Education for the school zone of Bocas del Toro, Panama and the Parent Association of the community of Quebrada Sal (Salt Creek) Panama have recognized that the indigenous youth of the area do not have the financial means to travel to a Boarding School arrangement in order to receive a high school education. They communicated this need to the Club Rotario de Boquete. The K-9 program in this community is scheduled to be expanded to K-10 in 2016 through a joint project between Rotary International Clubs and the local Parents Association. There is a need to expand it beyond to a K-11 program in 2017. Youth that currently graduate from 9th grade are too young to legally work and become an economic burden on their families until they are 18. Teen pregnancy can be reduced by keeping these students in school. The proposed project of providing the building materials from which, through their labor, the Parents Association of Quebrada Sal can support the Ministry of Education add an 11th grade curriculum to their local island school will facilitate improved economic development of the youth and the citizens of the area of Quebrada Sal, Panama. There are Eco-tourism companies that have a need for employees in the area that are literate and English literate. Expansion of their local education curriculum to 10th and 11th grade will improve the qualifications for the youth to secure these jobs and support their entire impoverished community. Many of the families on the island achieve a cash annual income of less than $1,500 in value. Higher education will also facilitate improved vocational training preparing the youth for service jobs on their island and diversify the economy beyond fishing and subsistence farming. This project has sponsorship support by the Casper Rotary, the Rotary Chapters of Sylvan and Franklin, North Carolina, and the local Club Rotario de Boquete in Boquete, Panama. Our club members will also be involved in doing water sanitation and solar electricity audits and anticipate additional projects to improve the quality of life through additional investments in these areas.


Addendum to Project Description (added after the project was signed)

Update 1/18/2018

Club Rotario de Boquete in Boquete, Panama has requested that due to the lack of technical labor on the island skilled in working with concrete and the significantly higher transportation costs for construction with concrete that a wood classroom built on a concrete foundation be substituted for the original concrete wall design. Significant cost overruns occurred with an earlier 10th grade concrete wall classroom construction that was achieved without Grant support and a delay in its completion has delayed the start of this project. Revision of material estimates are being generated. New club oversight personnel are being established by the Boquete Rotary in order to complete this project by July 1st. Our club wishes confirmation that the design change does not alter our planned use of the $4,000 in Grant funds for the 11th grade classroom as earlier approved. A revised complete construction material and transportation estimate will be provided upon its receipt.
