The City of Kemmerer has three trails for non-motorized use. By far the most popular and the one chosen for this project is a 1 1/4 mile out-and-back paved trail that begins at the Fishing Pond, runs along the Golf Course and Little League fields and ends at the Hams Fork River. On this trail, one can see moms pushing strollers, children on bikes with training wheels, and people of all ages walking or running to improve their mental and physical health and to enjoy the scenery and wildlife. The trail is plowed during the winter months and is used year-round. Unfortunately, however, the 20-year-old trail is at the end of its life expectancy and must be resurfaced in order for residents to continue to enjoy it safely. The edges are crumbling, gaping cracks appear every few feet, and vegetation is growing up through the surface.
The Rotary Club of Kemmerer Wyoming is taking the lead in this project to resurface the walking trail. Estimated cost of the project is $150,000 (40,000 square feet @ $3.75/square foot). The anticipated primary funding source is an 80/20 grant from WYDOT that provides money for Pedestrian and Bicycle Facilities to communities in need. In discussions with WYDOT, they indicated that this project "would be looked at very favorably" by the WYDOT grant committee. With 80% of the funding coming from WYDOT, the 20% in matching funds will be provided by the Kemmerer Rotary Club, a Rotary District 5440 grant, the Kemmerer Rotary Club's 2016-17 Centennial Grant award, the Kemmerer Lions Club and a grant from The Kemmerer Foundation. Lions Club and Kemmerer Foundation boards have both indicated their support for this project and have pledged funds. In the event that the WYDOT grant proposal is unsuccessful, the project and this grant application will be either amended and resubmitted for approval or withdrawn and any allocated District Grant funds returned.
The anticipated date for the project is June, 2018. This is when grant funds are distributed by WYDOT.
Bids will be solicited for this project and will include the following: apply asphalt tack coat, install leveling material to level any depressed areas, install 2" average depth of hot mix asphalt, roll surface, and apply a seal. Kemmerer Rotarians will clean the overlay area of vegetation, dirt and surface debris in preparation for the overlay. Additionally, Rotarians will plan, coordinate and manage the project and write the grants.
Addendum to Project Description (added after the project was signed)
Because the WYDOT grant request was unsuccessful, the Kemmerer Rotary Club has amended the "Walking Trail" project to focus on replacement of the trail's footbridge. Although the entire trail needs work, the wooden footbridge that spans an area of standing water urgently needs to be replaced. There are holes in the floor of the bridge, the walking surface is slippery in the winter, and the rough wooden handrails are prone to splintering. The Kemmerer Rotary Club will partner with the City of Kemmerer to 1)remove the existing bridge, 2) place a concrete culvert, 3) bring in and pack fill dirt, 4) weld, attach and paint pipe railings, and 5) pave and mill the surface. Completion date is the second week of May, 2018. Rotarians will assist with clearing the area, bringing in the fill dirt, and painting the railings. Total budget is $8,000. Club contribution is $4,000 and District contribution is $4,000.
