Project Proposal

Rotary Eye Care Unit

Under Rotary Free Dispensary

At this time Rotary Club Sargodha is running free dispensary with the coming project of dispensary. Now we want to expand the dispensary with eye care facility to our patients. We have a large population with eye related problems in this area. We want to focus this large population especially children and women. For this purpose Rotary Club Sargodha request for the grant, whether in the shape of equipment and or in the shape of cash.

1. Project Name: Sargodha Eye Care Unit.

2. Project Location: Canal Park, University Road, Sargodha.

3. Brief Description of Current Situation:

At present we have covered area of more than 3000 Sq. feet. Consisting in:

• Two rooms with attached bathroom for doctor and lady doctor.

• Dispenser’s room.

• Patient Lobby.

• One delivery room.

• Two beds with attached bathroom.

This construction is A-one with wooden cupboard, aluminum doors.

Project Scope of Work:

a. Project Objective: To provide eye care facilities to the needy people of the area. Surroundings of city Sargodha are rural villages with a population of 30 Million people. The main economy depends on agriculture. Most of the people are below poverty line.

There are approximately 4,000 blind children are already living in this area, and about 31% of childhood blindness in Pakistan is due to cataract and 17% is due to infection, both conditions are preventable and treatable. Proper development of eye care services for the children is necessary in order to prevent and treat those conditions.

This project will help poor people to undergo eye surgeries at free of cost. In normal circumstances they were getting operated by borrowing the money even sometimes they have to sell their home or in worst conditions they sell their kidneys.

Rotary Club Sargodha has started constructing an eye unit which is completed at an estimated cost of US$ 30,000.

This Eye Hospital project requires assistance to purchase surgical and eye testing equipment which will cost US$ 25000.

This project will help poor people to undergo eye surgeries at free of cost.

b. Project Description: Under this project we will help poor people by doing eye surgeries at free of cost. Free medicines and medical assistance will be provided to the needy people. They will properly enroll and advised for repeated checkup.

We already organized different camps such as:

• Diabetic protection camp

• Eye Camp

• Heart care awareness camp

• Weight reducing camp

• Hepatitis and polio eradication awareness and vaccination camp

But after starting this project we will start organizing camps in remote villages and schools for eye scanning.

c. Project Implementation: This project will be started after the completion of eye unit building & matching grant. Building will be completed in October 2007.

4. Financial Budget:

a. Primarily project Costing: Total funds required to spend on Rotary Free dispensary are 70,000 US$: for the construction of building, furniture and equipment.

b. Funding Participants. This project is totally contributory project of the Rotarian of rotary club Sargodha. One dedicated member donated a land for this project. Until now 45000 US$ has been spent on construction of dispensary and equipments.

5. Results & Expectations:

Every one has the right to see the colors of life. It is our mission to bring light into dark lives. Let us join hands to continue re-building lives, let us together bring back the colors of life!

After the completion of this project community at large will be benefited especially the poor who are unable to get this diagnose and treatment at private hospitals which are charging very high and is out of the reach of the poor. In coming year 4,000 people are expected to receive sight-restoring operations and another 32,000 people will receive medical treatment and / or other types of surgical treatment, through this eye care unit.

At present this free dispensary is providing basic health facility to the poor and needy people of the area and providing awareness and treatment for population control, polio, hepatitis, sugar and heart diseases. The results are very encouraging; the numbers of patients are increasing day by day.

Email concerns from Host Club have been forwarded to TRF staff for comment:
1- As per our MG 69576 exchange rate was 68. But now in Pakistan Rotary has changed the rate to 70. As we will pay in Pakistani rupee to our Fiscal agent so what will be the exchange rate and what will be the exchange rate when we will get the grant amount.

2- At the time of account opening,State Bank of Pakistan has approved one restriction that we have to provide the copy of registration certificate from Local Government authorities. While rotary club get charter from Rotary International not from Local authorities. We have take up this matter with concerned officials but we need your suggestion in this regard.
